Request for proposals for Development and Implementation of Community Livelihoods and Disaster Risk Reduction Plans for the NATURA Urban Adaptation Project in Vientiane, Lao PDR. GGGI Lao PDR Country Office is inviting eligible Civil Society Organization (CSO) or Non-Governmental Organization (NGO) to submit their proposals for the following scope of work: Important note on the SCO/NGO eligibility: The selected CSO/NGO must demonstrate relevant technical expertise and recent experience aligned with the tasks outlined in this Terms of Reference and must hold all legally required approvals and registrations under the laws of Lao PDR to implement community level- livelihood, microbusiness, and business, and -disaster risk re-duction- activities. Evidence of such approvals and registrations should be included in the tender submission. PROJECT BACKGROUND: Nature-based Solution for Urban Adaptation in Lao PDR (NATURA) project seeks to enhance the resilience of urban communities in Lao PDR to the impacts of climate change by supporting flood adaptation through the development of Nature-based Solutions (NbS) to urban catchment management. The NATURA project is implemented by GGGI in partnership with the Department of Housing and Urban Planning (DHUP) the Project Team. The project will achieve its goals through a set of activities that support four key objectives, being: Outcome 1: Strengthening sub-catchment and village planning mechanisms and enforcement capacity of government and communities. Outcome 2: Improve wetland ecosystem function and capacity in flood management through rehabilitation and restoration works. Outcome 3: Enhance community-level resilience through NbS co-benefits, such as livelihood and micro-business opportunities, and disaster preparedness. Output 3.1. Inclusive community agriculture and aquaculture practices in and around Nong Loup Ian boosted Output 3.2. Inclusive micro-business development for amenity enhancement and development boosted Output 3.3. Community-level disaster preparedness activities designed and delivered Outcome 4: Enhance government awareness and understanding of NbS and strengthen the evidence-base for NbS in Lao PDR. ASSIGNMENT OBJECTIVE: The objective of this tender is to develop and implement a strategy, workplan, and detailed activities to achieve Outcome 3 output 3.1, 3.2, 3.3 targets in support of households living in the targeted area of the Nong Loup Ian wetland, Sikhottabong District, Vientiane City. For further details on the Scope of Work, please refer to the Terms of Reference available under the published Document Set IMPORTANT TIMELINES: The tender submission deadline is 18 May 2026, 16:00 KST (Korean Standard Time) / 14:00 Lao Time (GMT+07). Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).
