Request for proposals for Design and Development of Investment Plans and Sustainable Business Models for Prioritized Aquaculture Projects in the Gulf of Fonseca, Honduras. GGGI Honduras invites eligible firms to submit proposals for the following assignment: Design and Development of Investment Plans and Sustainable Business Models for Prioritized Aquaculture Projects in the Gulf of Fonseca, Honduras. PROJECT BACKGROUND: The project Blue Fonseca: Enabling Blue Economy Investments in the Honduran Gulf of Fonseca (Blue Fonseca Project) is set within the Gulf of Fonseca, a biodiverse Pacific Bay shared by Honduras, El Salvador, and Nicaragua. It supports the Master Plan for the Gulf of Fonseca (MPGulf), a tri-national initiative backed by the Central American Bank for Economic Integration (CABEI) to promote sustainable development, focusing on aquaculture and logistics. The initiative aims to catalyze climate-resilient investments and green technology adoption in Honduras blue economy. Working with CABEI, the project will diagnose key sectors, develop investment plans for aquaculture and logistics, and design specialized finance. Impact objective: The blue economy growth in the Honduran Gulf of Fonseca is supported and aligned with local development priorities. Specific project objective: Climate-resilient investments are expanded, and green technologies are adopted, in the aquaculture and associated logistics infrastructure sectors of the Honduran Gulf of Fonseca. Main results: I. Blue economy opportunities in the Honduran Gulf of Fonseca identified. II. Investment plans and business models for prioritized aquaculture and logistics infrastructure projects in the Honduran Gulf of Fonseca developed. III. Financial instrument designed and structured for mobilizing funding toward blue economy projects. IV. Global partnerships facilitated between key stakeholders and ROK entities to support planning and investment in the Honduran Gulf of Fonsecas blue economy sectors. Scope of Work 1) Objectives: Overall Objective: To design and develop investment-ready, climate-resilient aquaculture business models and corresponding investment plans that qualify to form a bankable pipeline aligned with CABEI financing windows, blue finance principles, and the mobilisation objective of the Blue Fonseca Project Specific objectives: A. Conduct pre-feasibility assessments applying environmental, climatic and social safeguards to promote innovative, technologically improved, diversified and resilient aquaculture: Outline opportunities for innovation, technology improvements and diversification of the regional aquaculture sector in the Gulf of Fonseca. Identify current level of technology adoption in primary cultivation systems across key areas: health & welfare (including genetics), feed (new alternative ingredients), improving farming systems, digitalization and automation and other emerging technologies. Assess opportunities for further diversification of the aquaculture sector based on retrofitting existing farms that are not profitable or long-term sustainable to transition towards more economically high-value opportunities. This will involve site-specific environmental and social impact screening alongside climate vulnerability analyses to identify and mitigate risks early, ensuring that all operational designs meet international best practices and safeguard local ecosystems and communities. B. Perform a market study on high opportunity species (e.g. shrimp, marine finfish and seaweed) to evaluate investment and trade opportunities for an innovative, diversified and resilient aquaculture sector: Conduct market studies on three high opportunity species (e.g. shrimp, marine finfish species, seaweed) for Gulf of Fonseca to further diversify its aquaculture production to identify and evaluate investment and trade opportunities for the blue economy in the specific region of interest: the Honduran Gulf of Fonseca (including past and current blue economy initiatives to identify lessons learned, success factors, and risks). Conduct value chain analysis focusing on global and regional demand, price elasticity, and export/domestic trade barriers, providing a clear risk-adjusted financial projection for prioritizing species and market entry points. C. Design scalable, investment-ready business models explicitly tailored to integrate advanced technology in innovative, diversified, and resilient aquaculture: Select a minimum of two high-impact blue economy opportunities to be prioritized (such as land-based Recirculating Aquaculture System (RAS), AI-optimized aquaculture, and nucleus-satellite models). Categorize shortlisted models into: (i) Pathfinder (low-risk proven), (ii) Scalable (mid-term), and (iii) High-impact innovations (longer-term), with rationale and enabling conditions for each category. Design scalable and investment-ready business models explicitly tailored to integrate advanced technology (e.g., Republic of Korea innovations) and attract blended finance, public-private partnerships, and commercial capital. Develop operational and financial models to maximize efficiency, reduce the environmental footprint, and attract private sector investment. D. Develop practical and actionable investment plans for prioritized aquaculture projects: Develop an investment plan for prioritized aquaculture projects, providing actionable short-term recommendations for its implementation. The plan should align with the infrastructure investment plan to enable climate-resilient blue economy investments in the Honduran Gulf of Fonseca. E. Investment Mobilisation: Generate a quantified pipeline of prioritized aquaculture investments, including preliminary CAPEX estimates, financing gap analysis, and structuring parameters suitable for integration into the Blue Financing Framework under Output 3 of the Blue Fonseca Project. GGGI will provide the outputs of the Comprehensive Diagnosis of the Blue Economy in the Honduran Gulf of Fonseca consultancy, including the Infrastructure Investment Plan as binding reference material for infrastructure-related assumptions. For more details on the Scope of Work, please refer to the Terms of Reference (TOR) document attached. IMPORTANT TIMELINES: This project is expected to be completed within 5.5 months following contract signing. The tender submission deadline is 07 May 2026 at 16:00 KST (Korean Standard Time).
