Expression of Interest for Tanzania Renewable Energy IPP Projects - Solar and Wind Pilot PPPs The Government of Tanzania intends to pilot PPP-driven independent power producer model power generation projects for both wind and solar PV technologies, and has, through the Tanzania Electric Supply Company (TANESCO), identified a portfolio of possible projects from which the pilot transactions shall be selected. These are 100MW Manyoni Solar PV Project 100MW Makambako Wind Project 100MW Nzega Solar PV Project 50MW Isimani Solar PV Project 100MW Kateshi Wind Project 50MW Kishapu Wind Project All the listed projects are currently identified as priority projects within the Tanzania Least Cost Power Development Plan. From this portfolio, at least one solar PV and one wind power project will be selected and developed into business cases as pilots under this assignment using a transparent, criteriabased screening and prioritization framework to be designed and applied by the Consultant in close coordination with TANESCO, the PPP Centre and other stakeholders. The projects entail the design, financing, construction, operation, and maintenance of at least one wind and one solar power generation project, exporting electricity to the national grid, and includes an evaluation of the required evacuation system (whether loopin/loopout connections to existing high voltage transmission lines) (subject to feasibility confirmation). These are the elements that this assignment shall seek to evaluate. This specific assignment aims: (i) to prepare a bankable, procurement ready Advanced Business Case and draft transaction documentation for the selected wind and solar power generation projects, and (ii) to provide parallel upstream advisory support to strengthen the energy sectors PPP risk allocation, tender strategy, standardized documentation and models, pipeline development, and capacity building[1]thereby improving readiness for implementation of priority energy PPP projects at scale.
