Request for proposals for Establishment of a Framework Agreement (FWA) for Provision of Security Guard Services for Care Yemen CARE International Yemen invites qualified and interested companies to submit proposals to obtain tender documents from the office at the address below during the organizations working hours (from 9:00 AM to 3:30 PM) from Sunday to Thursday, for a non-refundable fee of 10,000 Yemeni Riyals per tender. An official authorization letter is required to collect the tender documents. Bids must be submitted duly signed and stamped in a sealed envelope, sealed with red wax, and must be accompanied by the following: An unconditional lumpsum bank guarantee in the amount of USD 15,000, valid for 120 days from the date of bid opening (from 06 May 2026 to 03 September 2026). The bank guarantee must be issued by authorized banks approved for dealings, and is subject to security vetting. A copy of a valid tax card. A copy of a valid commercial registration certificate. A copy of a valid Zakat card. A copy of the contractors national ID. The price offer must be valid for six (6) months. The bidder must have relevant experience in carrying out similar works and prior experience with organizations or entities in the same field. The bid must include both a technical proposal and a financial proposal as specified in the Bills of Quantities and tender instructions, and must be signed and stamped; otherwise, the bid will be disqualified. The bid shall be submitted in US Dollars, and payment will be made in US Dollars. Any bid that fails to comply with any of the above conditions will be considered invalid. Tender documents may be obtained by visiting the office at the address indicated above during official working hours, up to the final date of Tuesday, 28 April 2026. Bids must be submitted no later than 3:00 PM to the organizations office in Aden as stated above. Any bid submitted after the specified time will not be accepted. Bid envelopes will be opened on Wednesday, 06 May 2026.At 10:00 AM, in the presence of bidders or their authorized representatives, at the organizations premises in Aden. In case of any conflict or discrepancy between the Arabic and English versions, the English version shall prevail. CARE International reserves the right to accept or reject any or all bids, in whole or in part, without providing justification.
