In 2018, The Management And Operation Of The Public Bicycle Sheds Of The Municipality Of Amsterdam Were Transferred To The Parking Department. Until Then, The Management Of Public Stables Was Dispersed, Some Stables Were Managed By The Central City Government And Others By The City Districts. In The Period 2019-2021, Several New Parking Facilities Were Constructed For Which Design And Layout Regulations Have Been Developed And Applied. The Most Important Innovation Was The Application Of A Payment Regime In Which The First 24 Hours Are Free And The Application Of An Hbf To Monitor The Use Of The Parking Facility. Later, The Wish Was Added To Be Able To Lawfully Enforce Bicycles That Have Been Parked For Too Long On The Basis Of The Hbf. In 2025, Fiets & Garage, With An External Agency And The Responsible Policy Department, Evaluated The Effectiveness Of The Systems In The Parking Facilities. Based On This Evaluation, Fiets & Garage Has Decided To Discontinue The Payment System As Of June 1, 2026 And To Focus On Better Use Of The Hbf System. Responses To The Market Consultation Are Possible Until May 15, 2026. Due To Differences In The Size Of The Parking Facility, The Chosen Tender Process And Other Specific Circumstances, There Is No Permanent Design Of The Hbf System. New Stables Are Generally Equipped With A Hbf From Lumiguide. Older Stables Do Not Have Hbf. The Maintenance Of The Hbf Is Now Purchased Annually From Lumiguide, But There Is No Legitimate Contract For Multi-Year Maintenance Of The Existing Hbf Systems.
