The Current Negotiation Procedure Without Prior Announcement For The Award Of A Public Contract With The Subject: Provision Of Consulting Services Under Article 166, Paragraph 1 Of The Law On Public Procurement - Carrying Out An Assessment Of The Compliance Of Investment Projects And Exercising Construction Supervision For The Site Construction Of A Supply Infrastructure (External Links) For A Composting Plant For Biodegradable Waste For The Needs Of The Wastewater Treatment Plant - Shumen, Which Serves The Municipalities Of Shumen And Novi Pazar, Includes 2 Specific Positions: ​​​​​​​ The Subject Of Separate Position No. 1 Includes The Following Activities For The Site: - Exercising Construction Supervision During Construction Until Acceptance And Commissioning Of The Construction Within The Mandatory Scope Regulated In The Zut And The By-Laws On Its Implementation, Including Inspection And Control Of The Construction Products Delivered And Put Into The Construction, Which Ensures The Fulfillment Of The Basic Requirements For The Construction In Accordance With The Requirements Of The Regulation Under Art. 9, Para. 2, Item 5 Of The Law On Technical Requirements For Products, As Well As Coordination Of The Construction Process Until The Construction Is Put Into Operation, Including Control Of The Quantities, Quality And Compliance Of The Construction And Installation Works Performed With The Contract For The Execution Of The Engineering Of The Site, As Well As The Other Activities Subject To The Engineering Contract; - Fulfilling The Functions Of The Safety And Health Coordinator According To The Provisions Of Ordinance No. 2 Of 2004 On The Minimum Requirements For Health And Safety At Work During Construction And Assembly Works, Incl. Fulfillment Of All Obligations Of The Contracting Authority Provided For In The Mentioned Ordinance; - Preparation Of A Final Report On The Construction, According To Art. 168, Para. 6 Of The Zut And Ordinance No. 2 Of July 31, 2003 For The Commissioning Of Constructions In The Republic Of Bulgaria And Minimum Warranty Periods For Completed Construction And Installation Works, Equipment And Construction Sites, And An Updated Technical Passport For The Construction Pursuant To Art. 176A Of Zut And Ordinance No. 5 Of 2006 On Technical Passports Of Constructions; - Management Of Commissioning Processes Until The Issuance Of A Use Permit; - Bearing Responsibility Under Art. 168 Para. 7 Of The Zut Until The Expiration Of The Warranty Periods For The Relevant Types Of Smr. The Subject Of Separate Position No. 2 Includes An Assessment Of Compliance With The Essential Requirements For The Constructions In All Parts Of The Investment Project, In Volume And Content According To The General Law, Including An Assessment Of Compliance And Technical Control Of The Constructive Part According To Art. 142, Para. 10 Of The Zut And Preparation Of A Complex Report On The Performed Conformity Assessments. The Contractor Should Assist The Employer In The Procedure For Coordinating And Approving The Investment Project And Issuing A Construction Permit.
