Expression of Interest for Support for Financial Institution Engagement to Scale Adaptation and Resilience Finance IFC seeks a firm to support the following activities: Activity 1 (a): Financial Institutions Client Survey on Adaptation & Resilience Needs and Opportunities Objective: To generate decision-relevant insights into how FI clients experience climate impacts, how they respond to these risks, and where specific, financeable opportunities exist for adaptation and resilience investments. The consultant will support the design, implementation, and analysis of structured client surveys, working closely with IFC and the participating FIs. There will be approximately three to four participating FIs, and the survey design, tools, and questions may vary by FI. Data collection will include 75-80 interviews for all FIs combined, conducted through a mix of in-person interviews and virtual/online surveys across 46 cities. The number of key tasks include: Co-developing survey tool with IFC and participating FIs to better understand: Clients current practices of assessing potential vulnerability to climate-related physical hazards Clients vulnerability to climate-related physical hazards Clients experience of adverse impacts from climate-related events and awareness about climate-related impacts FI clients understanding of adaptation and resilience solutions available in the marketplace, including business models, product terms and distribution model, costs, payback profile, potential monetary and other benefits, demand-side financing products, frameworks, policies, and climate-resilient technologies To support assessment of bankability, the consultant will conduct a targeted mapping of select 4-5 A&R solutions, including indicative cost structures, payback periods, certifications, and representative vendors Current and prospective investment needs related to resilience including indicative demand, financing requirements, and potential market size within priority sectors. Supporting participating FIs in identifying priority sectors (e.g., agriculture, MSMEs, manufacturing), and representative clients within those sectors for survey outreach Pilot-testing the survey tool with a small, representative sample of clients and refining the tools based on feedback to improve clarity and response quality Managing survey deployment, data collection, and quality assurance Analyzing survey results and producing anonymized, aggregated findings by sector, ensuring client confidentiality. These should include but not limited to the implications for adaptation of financial products and services (e.g., loan structuring, tenor, pricing, risk-sharing instruments) Systematically documenting all identified A&R-relevant activities and practices emerging from the survey Preparing clear, decision-relevant insights for financial sector audiences, to inform the development of IFCs and participating FIs climate adaptation and resilience financing strategies, products and services offerings, and priority segments/sectors. Data collection is expected to be conducted through a mix of in-person interview, web-based questionnaires and phone-assisted surveys, depending on participating FI needs, client response rates and preferences. The final participant lists and priority sectors will be agreed jointly by IFC and the participating FIs. Sector classifications used in the survey will follow IFC and/or relevant international or national taxonomy definitions, as agreed with IFC. The outputs of the survey will support the objective of the study through: Identification of priority sectors and client segments for A&R financing Identification of specific, financeable resilience investment opportunities Understanding of client demand, constraints, and investment behavior Inputs into the design and adaptation of financial products and services Activity 1 (b): Knowledge Exchange and Market Dialogue Objective: To facilitate collective learning and shared problem-solving among financial institutions and stakeholders, and to identify practical pathways and financial innovation opportunities for scaling A&R finance. The consultant will support IFC and participating FIs in designing and delivering structured knowledge exchange activities based on the survey findings. FI-specific closed-door workshops The consultant will: Prepare tailored analytical materials (e.g., slide decks, handouts, short briefing notes) for closed-door workshops for each participating FI (approximately 34 FIs), focusing on: Detailed client survey findings and key patterns by sector Implications for the FIs portfolio, risk profile, and product development Opportunities to scale adaptation and resilience (A&R) finance o Design agendas and interactive elements to encourage discussion among relevant FI staff Facilitate these workshops (half-day per FI), and document key discussion points, action items, and follow-up needs Coordinate with IFC and the host FIs on scheduling; IFC/FIs will manage invitations and logistics including venue/IT, while the consultant will be responsible for content and facilitation. Cross-industry roundtable The consultant will support IFC in organizing and facilitating one cross-industry roundtable to share and discuss high-level findings and market implications. The roundtable will also aim to identify areas where financial innovation, product design, and partnerships can support scaling climate resilience investments across priority sectors. The consultant will: Help define the roundtable objectives, agenda, and format as a half-day, closed-door session involving participating FIs, selected FI clients, industry representatives, loan officers and chief sustainability officers Prepare synthesis materials and presentations such as slide deck and briefing notes summarizing non-attributable, market-level survey findings and key themes Provide facilitation support during the roundtable (e.g., moderating sessions or panel discussions, managing time, encouraging balanced participation), as agreed with IFC Coordinate closely with IFC, which will lead on stakeholder selection, invitations, and overall event logistics (venue, IT). Synthesis of knowledge exchange insights The consultant will: Synthesize insights from the FI-specific workshops and the cross-industry roundtable into a concise internal summary report for IFC. The report will capture common challenges, emerging good practices, lessons learned, and practical pathways for scaling A&R finance in Indias financial sector, including suggested areas for future IFC support.
