Important conditions and instructions: Bids shall be delivered in designated official envelopes, sealed with red wax, bearing only the advertisement subject, its code, tender number, name or any indication thereof shall not be accepted, torn, damaged, or defaced envelopes shall not be accepted. The preliminary guarantee cannot be withdrawn until after 90 days from the closing date or upon signing the contract unless cancelled; bids not accompanied by the preliminary guarantee shall be disregarded. Bids are valid for 90 days from the date of envelope opening; the bid remains binding and irrevocable from the date of submission; no price amendments shall be considered after bid submission.
