Software-Related Services – Procurement Of A Case Processing System. The Arbitration Board According To The Disability Equality Act (Schbgg) Has The Task Of Resolving Conflicts Between People With Disabilities And Federal Public Bodies And, In Certain Cases, With Private Individuals Out Of Court. To Do This, It Must Enable Barrier-Free And Low-Threshold Access To Arbitration Procedures. The Target Group Has Very Different Communication Needs - From People With Visual Impairments Who Need Screen Readers, To People With Hearing Impairments Who Communicate Using German Sign Language Or In Writing, To People With Cognitive Impairments Who Rely On Plain Language. Applications Reach The Office Via Various Channels, In Text Form, Via Transcript Or Via Sign Language Interpreting Services (Sqat). The Transaction Processing System (Vbs) To Be Procured Must Meet This Variety Of Communication Needs And Channels. Each Of The Communication Channels Must Be Designed To Be Completely Barrier-Free And Integrated Into The Digital Workflow. The Ddps Is Intended To Overcome These Challenges Through A Consistent Digital Process Chain And At The Same Time Meet The Highest Standards Of Accessibility In Accordance With Bgg, Bitv 2.0, And The Relevant Technical Standards. Consistent Compliance With The Gdpr Requirements And High Information Security Standards Is Essential, Especially When Processing Health Data. The Central Goal Is To Use Automation And Intelligent System Management To Shorten Administrative Processing Times And Improve The Quality Of Procedural Management So That People With Disabilities Can Obtain Justice More Quickly And Effectively. The System Must Be Flexible Enough To Respond To The Individual Needs Of Each Case, To Cope With Growing Caseloads And To Adapt To Future Legal Changes And Expanded Responsibilities. The Core Of The Framework Agreement Is The Vbs License Package As A “Software-As-A-Service” Model (Saas) And The Associated Ongoing Costs Associated With The Use And Maintenance Of The Vbs. Because Commercially Available Software Solutions Are Often Not Completely Barrier-Free, Schbgg Is Prepared To Reimburse One-Off Development Services To Achieve Complete Accessibility. There Are Also Other Performance Components. These Include One-Off Costs For Bringing The System Into Operational Readiness And Costs For Optional Calls As Part Of Software-Related Services And Training. The Framework Agreement Has A Term Of Two Years From The Award Of The Contract, With An Option To Extend It Twice For A Further Year Each Time. With The Framework Agreement, Schbgg Is Entitled To Request Specified Services As Needed. The Decision On The Number Of Services To Be Commissioned Lies Solely At The Discretion Of Schbgg.
