Request for proposals for Contract to a Consultant or Consulting Team to Provide Technical Subject-Matter Expertise to Support the Advancement of Virtual Power Plant (VPP) Participation and Managed Charging Strategies for Electric School Bus (ESB) Fleets. Development of Program Designs that Reduce District-Specific Participation Barriers (Technical, Regulatory, Capacity, etc.) Identification of the Main Potential Costs to Enable Vpp Participation, along with Potential Aggregator Fee Ranges. These Costs should Include, but not be Limited to, the following: Hardware for Chargers and Controllers Communications to Manage Chargers and Controllers Service Contract for Uptime Guarantee Construction Engineering and Design Software to Manage Charger and to Dispatch VPP Develop No Less than Four (4) Case Studies that Address Diverse Geographies, Program and Design Requirements, Technical Eligibility Requirements, and Compensation Mechanisms, and List Them for each Case Study Compare the Case Studies in Table Format to Determine Best Practices for Replicability and the Potential Scaling of Deployment in the Mid-Term (Less than 5 Years) Vpp Participation Archetypes Applicable to Esb Fleets that Address a Diverse Range of Operating Contexts that Include Geography, Climate, Locale, Service Delivery Model, etc. List the Benefits and Detriments of each Mechanism for Vpp Deployment, including but not Limited to: Cloud-Based Application Programming Interface (Api) Distributed Energy Resources Management System (Derms A District-Facing Vpp Readiness Checklist Outlining Technical and Operational Requirements Identify the Two Most Viable Grid Services Identified in Task 1 to Stack on Top of the More Basic Electricity Bill Reduction Grid Services (as an Advanced, Optional, Add-on Potential Value Source) Tender Link : https://www.wri.org/about/procurement-opportunities
