Since 2017, African Wildlife Foundation (AWF) has been working in partnership with the Congolese Institute for Nature Conservation (ICCN) to support natural resource conservation efforts within a co-management framework of the Bili-Uére-Mbomu landscape in the Bas Uélé province, covering an area of 60,000 km2. The Bili-Uére-Mbomu protected area is a transboundary complex located in the northeastern part of the DRC, consisting of 2 wildlife reserves and 1 hunting area, still home to populations of forest and savannah elephants, chimpanzees, bongos and Derby elands, leopards and lions thriving in an exceptional ecosystem. It faces enormous anthropogenic pressures, including ivory and bushmeat poaching, illegal wildlife trade, illegal gold mining, transhumance, armed conflicts, combined with sometimes failing natural resource governance and the need for communities to meet their basic needs, which have significantly impoverished the regions biodiversity. During the implementation of the ECOFAC6 project, the co-management unit (AWF and ICCN) initiated the participatory land use planning (PPUT) process in the central area of the Bili-Uéré Hunting Domain (DCBU), covering an area of 11000km2 encompassing the Gwamangi and Goa chiefdoms, through participatory mapping in the 9 groups that comprise these chiefdoms, and at the end of which a portion of the permanent forests considered as the ecological zone of 4257km2 was identified, proposed and validated by the riverside communities themselves to be protected and managed according to customary regulations. The NATURAFRICA program, funded by the European Union for three years (2024-2027), aims to reduce biodiversity loss by improving the quality of life for local communities living in the Bili-Uéré landscape. One of the key outcomes of this project is improved governance and sustainable management of natural resources to promote sustainable local development . This is achieved through stakeholder engagement in Participatory Land Use Planning (PLUP), ensuring cohesion by enabling land allocation decisions for different human activities based on agreed-upon uses. As part of implementing this outcome, the AWF-ICCN co-management unit is tasked with completing the Participatory Land Use Planning process, which will lead to: (1) micro-zoning maps developed by each village and integrated into a macro-zoning plan. This zoning will define the different uses of the space and the resources found there. (2) Regulations governing the uses (agricultural, pastoral, transhumance, conservation, etc.) or activities to be carried out in each zone or area determined by the Local Conservation and Development Committees (CLCDs). These regulations, developed through a participatory process involving all stakeholders, will subsequently be validated by the authorities at each level of governance (local, provincial, and national). The resulting outcomes (validated zoning map and regulations) will be integrated into the Management Plan (PAG) for the Bili Mbomu Protected Areas Complex (CZBM), within the process of consolidating the Bili Mbomu protected area complex in the Bili-Mbomu-Uélé landscape.
