Tenders are invited for RFT: Pacific Australia Skills - SST Facility Upgrade Project Tonga National University. Closing Date: 1 May 2026 Type: Consultancy The Tonga National University (TNU) School of Science and Technology (SST) is a premier technical and vocational education provider in Tonga. It is registered with Tonga National Qualifications and Accreditation Board (TNQAB) under the Ministry of Education and Training (MET) and offers courses in carpentry, welding, electrical, plumbing, and automotive. TNUSST is a nationally registered TVET provider under the Tonga National Qualifications and Accreditation Board (TNQAB), delivering trade programs across carpentry, electrical, plumbing, welding, and automotive disciplines. In response to identified national skills needs, TNUSST has proposed two additional construction trade qualifications being Bricklaying and Blocklaying, and Wall and Floor Tiling. This project seeks to address critical infrastructure, safety, and equipment gaps to the current SST facility to enable the roll out of trade training in Bricklaying and Blocklaying, and Wall and Floor Tiling. Pacific Australia Skills (PAS) seeks to engage a suitably qualified Lead Design Consultant (LDC) to produce compliant, industry-aligned architectural and engineering design documentation, navigate the necessary planning and approval processes in Tonga, provide technical assistance to a later procurement process for a Principal Contractor, and carry out periodic inspections of the construction work to ensure that it complies with the design documentation and project requirements. How to apply Technical Proposal (80%) Parts 1 and 2: Company Details and Technical Information Provide company details, supporting documents and responses to selection criteria on the companys technical and corporate capability. Part 3: Previous Work Experience The Tenderers should provide up to three (3) examples of current or previous work activities which highlight their ability to perform the required services. Each example is limited to one (1) A4 page and should be in the format provided. Part 4: Resources Tenderers are required to identify resources (team composition) and outline experiences and qualifications of each team member using the template provided. Commercial/Financial Proposal (20%) Part 5: Application Form Tenderers are required to provide a quotation for undertaking the evaluation. The quotation should be comprised of: Fixed lump sum professional fees Reimbursable travel costs (nominating a percentage for overhead recovery and profit) Any applicable fees for authority applications or approvals.
