The consulting firm shall be a research institution, university, technical service enterprise, or specialized research institute legally registered within the Peoples Republic of China with independent legal person status. It shall possess the relevant qualifications to undertake scientific research projects or technical service work in the field of agriculture, particularly in areas related to agricultural carbon emissions. The consulting firm shall have been established for no less than three years, maintain sound financial standing and standardized organizational management, and have no record of major legal or disciplinary violations in the past three years. 2. Priority will be given to consulting firms with strong research capacity in areas such as resource utilization of livestock and poultry manure, low-carbon treatment, antibiotic degradation, and reduction of agricultural GHG emissions. Such firms shall be familiar with the basic agricultural conditions in Guangxi, particularly those of the livestock and poultry sector, and have a good understanding of national and autonomous regional policy directions related to green agricultural development, carbon emission reduction, and rural ecological environmental protection. 3. Priority will be given to consulting firms with professional expertise in ecology, environmental science, agricultural engineering, agricultural carbon emission reduction, soil science, fertilizer science, and animal husbandry and veterinary science. Such firms shall be capable of independently undertaking core tasks including GHG emission monitoring from livestock and poultry manure, experimental research on residual antibiotic degradation, data collection and analysis, and preparation of research reports. The consulting firm shall possess the necessary laboratory and experimental facilities to support the full process of field trials, data processing, and system development, and shall provide proof of completion of no fewer than three relevant projects at the prefectural/departmental level or above. Priority will be given to institutions with national-level or autonomous regionallevel experience in research on green ecological agriculture, carbon emission reduction, or livestock and poultry waste management projects. 4. Priority will be given to consulting firms that have a permanent presence in Guangxi or possess experience in conducting research, trials, and consulting services in the fields of livestock and poultry waste treatment and green agriculture within Guangxi.
