Expression of Interest for Expansion and Maintenance of Digital Services The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, through its FFM II Project (Strengthening Public Finances and Financial Markets in Iraq), invites qualified IT service providers to express their interest for participating to the mentioned service for the development of Phase 2 of the Ministry of Finance (MoF) Digital Platform. This tender represents a strategic evolution of the Ministrys digital presence, moving from a standard document repository to a custom-developed, high-performance transparency portal designed to engage citizens, investors, and international stakeholders. The Ministry of Finance aims to strengthen fiscal transparency and citizen engagement. Building upon the initial SharePoint-based foundation (Phase 1), Phase 2 requires the development of a secure, scalable, and fully customized web application. The primary objective is to deliver a "Headless" architecture solution that leverages the existing SharePoint environment strictly as a backend Document Management System (DMS) while presenting a modern, fast, and secure custom frontend to the public. Note on Scope: This project focuses exclusively on informational transparency and communication. The solution will not process sensitive transactional banking data nor integrate with the Integrated Financial Management Information System (IFMIS).
