3.1. The Subject Of The Order Is Modernization (Reconstruction) Of The Access Road To Agricultural Land In Perespa. The Order Is Co-Financed From The Budget Of The Lublin Voivodeship.3.2. The Order Covered By The Subject Of These Proceedings Has Not Been Divided Into Separate Parts. The Failure To Divide The Order Was Dictated By Technical, Organizational And Financial Reasons And The Nature Of The Subject Of The Order. Any Division Of The Order Into Lots Would Not Increase Competitiveness In The Small And Medium-Sized Enterprise Sector - The Scope Of The Order Is Typical, Enabling Contractors From The Group Of Small And Medium-Sized Enterprises To Submit An Offer. In Accordance With Recital 78 Of Directive 2014/24/Eu, The Contracting Authority Should Be Obliged To Consider The Advisability Of Dividing Contracts Into Lots, While Retaining The Freedom To Make Autonomous Decisions On Any Basis It Considers Appropriate, Without Being Subject To Administrative Or Judicial Supervision.3.3. The Order Includes In Particular: A) Preparation Of The Site For Construction, B) Reinforcement Of The Road Edge, C) Leveling Of The Existing Surface With Mechanically Stabilized Aggregate, D) Implementation Of A Bituminous Binder Layer From A Mineral-Asphalt Mixture, E) Implementation Of A Wearing Course From A Mineral-Asphalt Mixture, F) Construction Of A 0.75 M Wide Dirt Shoulder. The Planned Investment Will Improve The Lives Of Residents Living On The Municipal Road In Question Through Improved Access To Adjacent Properties And Agricultural Fields. The New Road Surface And Road Elements Will Improve Traffic Comfort And Safety As Well As The Aesthetics Of The Road Building.3.4. The Planned Investment Is Located In The Lublin Voivodeship, In The Tomaszów Poviat, In The Rural Area Of ​​The Tyszowce Commune In The Town Of Perespa.3.5.
