The Intent Of This Request For Qualification (“Rfq”) Is To Solicit Submissions, In Accordance With The Requirements Described In This Document, From Respondents Interested In Providing Design-Build Contractor Services For The Project Herein Described.This Project Includes The Following Two Schools:Project 01: New K-6 School In Hawks Ridge Nw Edmontonnew K-6 School Located In The Hawks Ridge Community Of Nw Edmonton, Will Have A Core Capacity Of 650 Students And Gross Floor Area Of 5,473 M2 Project 02: Replacement Of Norwood K-8 School In Wetaskiwinthis Replacement School Will Accommodate K-8 Grades, With An Opening Capacity Of 420 Students. Total Gross Floor Area Is 3,978 M2. The Replacement School Will Be Located On The Existing School Site, That Will Remain Open For The 2026 – 2027 School Year. Demolition Of Existing School Will Form Part Of The Phasing Plan For Construction As The New Bus Loop/Drop Off Will Be Situated Where The Existing School Building Stands. The Province Has Retained A Bridging Consultant To Prepare The Bridging Documents, Including The Minimum Material Requirements And Additional Performance Requirements, Which Will Define The Technical, Functional, And Performance Criteria For The Project. These Bridging Documents Will Be Provided To Shortlisted Proponents During The Request For Proposals (Rfp) Stage Of The Procurement Process To Guide The Development Of Design-Build Submissions.The Bridging Documents Are Intended To Establish The Minimum Design And Performance Standards Required By The Province, While Allowing Proponents The Flexibility To Propose Innovative And Cost-Effective Solutions That Meet Or Exceed Those Standards.The Project Delivery Method Will Be Design-Build. The Province Anticipates That These Schools Be Delivered By One “Preferred Proponent” Under Two Separate Agreements. However, Subsequent To The Evaluation Of Submissions, The Province At Its Sole Discretion Reserves The Right To Award To Two Different “Proponents” Under Two Separate Independent Agreements. Entities In Conflictthe Province Has Retained, Or Plans To Retain, The Following Individuals And/Or Entities For The Project, Who Are In The Province’S Opinion In A Conflict Of Interest In Respect Of Participation In This Rfq Process:A)Bridging Consultant: - Aci Architecture Inc.B)Independent Cost Consultant: Project 01: Tech-Cost Consultants Ltd. Project 02: Dmc Cost Management Inc.C)Independent Commissioning Consultant: Wsp Canada Inc.D)Site Investigation And Material Testing Consultant:Project 01: Tetra Tech Canada Inc.Project 02: Mcelhanney Ltd. The Names Listed In This Section (Entities In Conflict), Including Any Affiliates, Representatives, Executives, Or Employees Thereof, Are Not Eligible To Participate In This Rfq As A Respondent, Team Member, Or Be Proposed As A Key Personnel And Are Prohibited From Assisting Or Providing Advice, Directly Or Indirectly, With Respect To The Preparation Of A Submission. Any Respondent Deemed To Be In A Conflict Of Interest Based On This Section May Cause The Province To Reject The Submission.
