This Procedure Is Carried Out According To An Open Negotiated Concession Procedure. This Is A Public Service Concession Within The Meaning Of Articles L. 1411-1 Of The Cgct And L. 1121-1 Of The Public Procurement Code. It Is Governed By The Provisions Of The Public Procurement Code Relating To Concession Contracts And By Articles L. 1411-1 Et Seq. Of The Cgct. As Part Of This Procedure, The Granting Authority Is A Group Of Granting Authorities Composed Of Bordeaux Métropole, Public Establishment Of Intercommunal Cooperation (Epci) Which Exercises Responsibility For The Collection And Treatment Of Household And Similar Waste In Its Territory Which Covers Approximately 844,000 Inhabitants (Source: Insee Population Of 843,738 In 2022) And Unitom 33, Local Public Company (Spl) Made Up Of The 13 Other Communities Of Municipalities And Unions In Charge Of The Treatment Of Household Waste In The Gironde Department. Its Population Is 844,236 Inhabitants (Source: Insee Population In 2025). The Purpose Of This Consultation Is To Entrust To A Concessionaire, Within The Framework Of A Concession Contract, In Compliance With The Principles Of Continuity Of Public Service And Equality Between Users, The Operation Of The Waste Sorting And Recovery Facilities Located On The Bègles And Cenon Sites (Uve B, Uve C, And The Sorting Center). The Concessionaire Processes And Recovers All Household And Similar Waste Collected By And On Behalf Of Bordeaux Métropole As Well As Part Of The Residual Household Waste From Spl Unitom 33, Within The Limits Of The Capacities Of The Installations, And In Compliance With Applicable Standards And Regulations, And In Particular The Prefectural Operating Authorization Orders In Force, Of Which It Will Be The Holder. The Concessionaire Will Be Responsible, At Its Own Risk, For The Operation Of The Facilities Which It Undertakes To Operate In Accordance With The Rules Of The Art And The Contract, With The Aim Of Ensuring The Conservation Of The Heritage Of The Service, The Rights Of Third Parties And The Quality Of The Environment.
