Tenders are invited for EU C&V Digital Advertisement Strategy Communication and Visibility of EU cooperation with Cambodia 2. Objective Maximise HWY brand recall among Cambodian youth and maintain consistent digital presence during the final campaign quarter Efficiently manage digital media buying across Meta and YouTube platforms Optimise advertising performance through strategic targeting and monitoring adjustments, moving audiences from awareness to completed video views and content sharing Amplify key campaign content, events, and activations 3. Audiences Primary: Cambodian youth and Gen Z (1835), urban and peri-urban, with interests in education, jobs, environment, music, and lifestyle Secondary: Parents and guardians (2950) in extended household structures, particularly in rural areas, who influence education and career decisions for young adults Retargeting pools: Users who engaged with HWY TVC, pillar videos, music video, concert content, and early 2026 campaign assets. 4. Target Platforms a. Platform Prioritisation: Building on proven performance from the HWY launch phase, the campaign will focus resources on: Facebook (Instagram through ads) and YouTube. b. Content Formats: Vertical 9:16 format optimised for mobile consumption and Facebook feeds Horizontal 16:9 format for YouTube where this format performs better 5 Modular content structure: Each main video (approx. 1-2 minutes) supported by 15- second teasers for cost-efficient reach and retargeting. They can be seen as standalone content but also as part of a series. 5. Scope of Work a. Media Planning and Budget Allocation Develop detailed media plan across Facebook, Instagram, and YouTube Propose budget allocation by platform, audience segment, and monthly phase Justify media strategy based on platform performance, audience behaviours, and campaign objectives Align spending with content release calendar b.
