The Subject Of The Public Procurement Is The Supply Of Cleaning Agents For The Needs Of The Sveti Naum Hcmc, Sofia, According To Approved Technical Specifications. This Public Procurement Contains The Following 2 Separate Items, Described In Detail In The Technical Specification From The Public Procurement Documentation: Separate Item No. 1 Preparations For Disinfection Of Hands, Surfaces; Separate Item No. 2 Tablets For Machine Washing Dishes; Tenders May Be Submitted For One Or Both Of The Individual Positions. The Public Procurement Is Reserved On The Basis Of Art. 12 Of The Public Procurement Act For Awarding Specialized Enterprises Or Cooperatives To People With Disabilities Or To Business Entities Whose Main Purpose Is The Social And Professional Integration Of People With Disabilities Or People In A Disadvantaged Position, Since The Technical Specification Contains Goods Included In The List Of Goods And Services Under Art. 12, Para. 1, Item 1 Of The Law On Public Procurement, Approved By Decision Of The Council Of Ministers No. 591/18.07.2016. When Awarding The Public Contract, Persons May Participate Who, According To Article 12, Paragraph 5 Of The Public Procurement Act, Meet The Following Conditions: At Least 30 Percent Of Their List Consists Of People With Disabilities Or Those In A Disadvantaged Position; Are Registered As Specialized Enterprises Or Cooperatives Of People With Disabilities At Least Three Years Before The Date Of Opening Of The Present Public Procurement Procedure And Can Fulfill At Least 80 Percent Of The Subject Of The Procurement With Their Own Machinery, Equipment And Human Resources. To Fulfill The Condition, They Can Use Subcontractors Or Refer To The Capacity Of Third Parties, If The Subcontractors Or Third Parties Are Specialized Enterprises Or Cooperatives Of People With Disabilities (According To Art. 12, Para. 6 Of Zop). In The Procedure For Awarding The Reserved Public Contract, Interested Persons Other Than The Persons Under Article 12 Of The Public Procurement Act May Also Participate. In Such A Case, If Applications For Participation And/Or Offers Have Been Submitted Both By Persons For Whom The Order Has Been Reserved And By Other Persons, The Commission Examines The Offer To Participate With The Documents Under Art. 39, Para. 2 Of The Ppzop To All Participants And Provides Them With The Opportunity To Remove Identified Deficiencies, Incompleteness Or Inconsistencies Of The Information In Them, If Any, And After The Selection Is Made, First Considers The Bids Of The Admitted Persons For Whom The Order Is Reserved, And If There Are None, The Bids Of The Other Admitted Persons Are Also Considered.
