Tenders are invited for Mapping Key Stakeholders in Rwanda to Support One Health-Based Pandemic Preparedness, Prevention and Response (PPR). Deadline: Friday, 17/04/2026 23:59 Background The International Gorilla Conservation Programme (IGCP) together with the Greater Virunga Transboundary Collaboration (GVTC), World Wide Fund for Nature (WWF), International Union for Conservation of Nature (IUCN) and Gorilla Doctors are strengthening conservation and health security across the Greater Virunga Landscape. Given the complex interactions between wildlife, people, livestock, and ecosystems, GVTC seeks to mobilise resources for the One Health-based Pandemic Preparedness, Prevention and Response (PPR) capable of addressing emerging and re-emerging threats to human, mountain gorillas, other wildlife, ecosystems, and surrounding communities. To effectively mobilise resources and align efforts across sectors, IGCP intends to conduct a comprehensive mapping of national, provincial and district governments, private sector entities, bilateral and multilateral development partners, donors, philanthropies, NGOs, academic institutions, and other relevant actors in Rwanda whose priorities align with One Health approaches and conservation outcomes. This consultancy will generate a strategic landscape analysis that positions IGCP and partners to leverage partnerships and attract sustainable funding for the One Health-based PPR system. Objective of the Assignment The overall objective is to identify, map, and analyse relevant actors across government, private sector, donors, and development partners to support resource mobilisation and strategic engagement for the One Health-based PPR system in the Greater Virunga Landscape. Specific objectives: Identify and categorise key actors relevant to mobilizing resources for One Health through which funds can be leveraged. Analyse each actors strategic priorities, funding windows, geographic focus, and relevance to One Health-based pandemic PPR. Map existing and potential partnerships, ongoing investments, and opportunities for collaboration. Provide actionable recommendations for resource mobilisation and engagement strategies. Develop a strategic action plan for engaging public and private sector in resource mobilisation. Scope of Work The consultant will undertake the following tasks: 3.1 Stakeholder Identification and Categorization National government ministries/agencies in Rwanda (health, wildlife, environment, disaster management, agriculture, finance, etc.). Bilateral partners (e.g., Embassies, GIZ, FCDO, JICA, SIDA). Multilateral organisations (e.g., FAO, WHO, World Bank, UNEP, UNDP, African Development Bank). International conservation and health NGOs. Philanthropic foundations and trusts. Academic and research institutions that can contribute funding. Private sector entities (tourism, health, biotech, digital health, insurance, CSR arms). Regional institutions (EAC, Africa CDC, COMESA, IGAD, AU). 3.2 Analysis of Stakeholder Priorities and Capacities Areas of alignment with One Health and PPR systems. Geographic coverage and existing programmes within the Greater Virunga Landscape Funding portfolios and current grant cycles. 3.3 Mapping of Opportunities and Gaps Identify funding opportunities (short, medium, long-term). Highlight gaps in current support relevant to wildlife health, human health, and ecosystem health. Analyse barriers and entry points for engagement. 3.4 Recommendations for Engagement and Resource Mobilisation Develop tailored engagement strategies for each category of actors. Propose a prioritised partnership and action plan. 3.5 Deliverables Inception Report detailing methodology, stakeholder list, and work plan. Comprehensive Stakeholder Mapping Report including: Actor profiles Strategic priorities Relevance to One Health and PPR Opportunities and risks Partnership landscape Stakeholder Database (Excel or CSV) with contact details, priorities, funding windows, and other relevant fields. Action plan for engaging relevant actors. PowerPoint presentation summarising findings and strategic recommendations. Methodology The consultant is expected to apply a combination of: Desk review of existing strategies, donor documents, government policies, and reports. Key informant interviews (KIIs) with selected actors from IGCP, GVTC, national governments, partners, etc through in-person and online communications. Systems-thinking and One Health analytical frameworks. Duration of the Assignment The consultancy is expected to take 30 working days from contract signing, including submission of all deliverables. Required Qualifications and Experience Advanced degree in Public Health, Veterinary Medicine, Conservation, International Development, One Health, Public Policy, Resource Mobilisation or related field. At least 710 years of experience in One Health programming, conservation financing, donor mapping, or resource mobilisation. Proven experience in stakeholder mapping and partnership strategy development. Strong analytical, writing, and presentation skills. Familiarity with the Greater Virunga Landscape is an added advantage. Reporting Arrangements The consultant will report jointly to the IGCP Executive Director and Deputy Director, with routine coordination through a designated focal point. Ethical Considerations The consultant must maintain confidentiality, respect sensitive information shared during interviews, and adhere to IGCPs ethical standards and data protection policies.
