Expression of Interest for Consulting Services Development of a Normative Framework and a Local Supply Chain for Certified Helmets Description The Objective of this Assignment is to Assist the Beninese Authorities in Formulating a Normative and Industrial Framework for the Development of a Local Supply Chain for Certified Helmets, with a View to Sustainably Enhancing the Safety of Motorcyclists and Vulnerable Road Users within the Greater Nokoué Area. This Framework will be Grounded in an Integrated Analysis of Applicable Quality Standards, Regulatory and Economic Conditions, and Opportunities for Developing a Competitive Local Industry; It will Culminate in Prioritized, Realistic, and Immediately Actionable Recommendations for the Government of Benin, Supported by the World Bank. This Assignment is Undertaken within the Context of Implementing the Greater Nokoué Sustainable Urban Mobility Project (Pmud-Gn / Gn-Sump, Approved on may 20, 2025) and will Constitute a Key Element of its Component 2, Dedicated to Professionalization and Road Safety Enhancement. The General Objective of this Assignment is to Sustainably Enhance Road Safety for Motorcyclists and Vulnerable Road Users in the Greater Nokoué Region through an Integrated Analysis of Regulatory, Economic, Behavioral, and Infrastructural Dimensions, and to Propose an Operational and Prioritized Roadmap for the Beninese Authorities. Upon Completion of this Study, Beninese Decision-Makers should: Possess a Comprehensive Assessment of the Regulatory Framework regarding the Mandatory Use of Certified Helmets, Accompanied by Concrete Recommendations for its Strengthening and Effective Enforcement; Have a Clear Understanding of the Helmet MarketSupply, Demand, Quality, Affordability, and Distribution Channelsin Benin and the Sub-Region, as Well as the Feasibility Conditions for Establishing a Local Manufacturing Sector for Certified Helmets; Possess an Integrated Behavioral Change Strategy and a Communication Plan Targeting Motorcyclists, Passengers, and Vulnerable Road Users, with Particular Attention Paid to Gender Dimensions. Furthermore, this Study is Expected to: Identify Accident Hotspots on High-Risk Road Corridors within the Greater Nokoué Region and Formulate Priority Technical Corrective Measures to Enhance Road Infrastructure Safety; To Conduct an Institutional Audit of the Capacities of the National Road Safety Center (Cnsr) and to Identify the Institutional Strengthening Measures Necessary for the Sustainable Management of Road Safety in Benin.
