Laplands Welfare Region Is Preparing The Establishment Of A Flexible Service Provider Register (Hereinafter The Service Provider Register). The Service Provider Register Mainly Concerns Services For Disabled Persons Organized On The Basis Of The Disability Services Act (675/2023). Service Categories Subject To Procurement In The Establishment Phase: 1. Housing Support For A Disabled Person 2. Personal Assistance For A Disabled Person 3. Special Inclusion Support For A Disabled Person 4. Short-Term Care Implemented In A Group Of Disabled Children5. Work Activities Of Persons With Developmental Disabilities6. Disabled Persons Living On A Breathing Device7. Open Categories I And Ii (Established During The Procurement Period If Necessary). The Provisions Of Chapter 12 Of The Procurement Act And The General Principles Of Section 3 Of The Procurement Act Apply To The Procurement. The Service Provider Register Is Implemented As A Flexible Electronic Procurement Procedure, Which Consists Of An Establishment Phase And A Procurement Phase. The Procedure Makes Use Of The Flexibilities Applicable To Social And Health Service Procurement Provided For In Section 109 Of The Procurement Act. This Is Not A Framework Arrangement Referred To In Section 42 Of The Procurement Act. As An Electronic Procurement System, The Dynamic Procurement System (Dps) Referred To In Sections 49–52 Of The Procurement Act Is Used Where Applicable. The Service Provider Register Is Established And Supplemented By A Procedure Similar To The Limited Procedure According To Section 33 Of The Procurement Act. The First Internal Tenders Will Be Carried Out After The Establishment Phase, And The Corresponding Services Will Start From 1 January 2028 At The Earliest. Throughout Its Validity, The Service Provider Register Is Open To All Service Providers Who Meet The Suitability And Minimum Conditions. The Information Event Is A Public Event Open To Everyone. The Event Is Informative In Nature And Does Not Include Consultation Of Service Providers Or Market Dialogue. Market Dialogues By Service Category Will Be Organized Later During The Preparation Of The Procurement. Registration We Ask Service Providers Interested In Procurement To Register For The Information Session, Which Will Be Carried Out Via Teams Remote Connection. Registration By April 21, 2026 At 4:00 P.M. Takes Place By Filling In The Information Requested In The Other Conditions Section Of This Invitation.
