Expression of Interest for Mid-Term Evaluation of Project 2 of the Program for Strengthening Resilience to Food and Nutritional Insecurity in the SAHEL. 1. The Government of Burkina Faso has obtained financing from the African Development Bank (AfDB) Group to finance the costs of Project 2 of the Program for Strengthening Resilience to Food and Nutritional Insecurity in the Sahel (P2-P2RS-BF), and intends to use a portion of the funds granted under this grant to finance the contract for the Mid-Term Evaluation of Project 2 of the Program for Strengthening Resilience to Food and Nutritional Insecurity in the Sahel (P2-P2RS-BF). 2. The overall objective of the assignment is to objectively measure the relevance, coherence, efficiency, and initial impacts of the implementation of the project activities, with a view to formulating relevant recommendations to improve the projects performance for the remaining duration. 3. The Director of Public Procurement at the Ministry of Agriculture, Water, Animal Resources, and Fisheries (MAERAH) invites Consultants interested in this expression of interest to submit their applications to provide the services described above. The individual consultant selected for this assignment must possess the following profile: - Hold a degree equivalent to at least five years of post-secondary education (Bac + 5) in public policy evaluation, economics, project management, statistics, agricultural economics, agronomy, rural development, socio-economics, or any other degree deemed equivalent; - Possess at least ten (10) years of experience in the field of public policy evaluation, including at least five (05) years specifically in the evaluation of rural sector development projects and programs; - Have led at least two (2) mid-term or final evaluation studies for development projects or programs funded by bilateral or multilateral partners; - Have participated in at least one (01) baseline study for a development project or program. The timeframe for the execution of this assignment is set at sixty (60) calendar days. Interested consultants must provide information regarding their capabilities and experience, demonstrating that they are qualified to perform the services (documentation, references for similar assignments, experience in comparable missions, availability, etc.). 4. Expressions of interest files must include the following documents: - A letter of expression of interest, duly signed by the consultant and addressed to the Minister of State, Minister of Agriculture, Water, Animal Resources, and Fisheries; - An up-to-date, dated, and signed Curriculum Vitae (CV), listing at least three professional references, and containing information regarding the Consultants academic background, experience, skills, and capabilities, demonstrating their qualification for the assignment; - A specific table presenting references for similar assignments, highlightingfor each assignmentthe following minimum information: (i) the objective of the assignment; (ii) the name, address, and contact details of the client; (iii) a brief description of the assignment and the services performed; (iv) the country where the assignment was carried out; (v) the year of completion, including the start and end dates of the assignment; (vi) the contract amount; and any other relevant information regarding the completed assignment; - a certified true copy of the academic degree; copies of employment certificates; and certificates of satisfactory performance for similar services/assignments (accompanied by legible copies of the cover and signature pages of the executed contracts), attesting to the consultants qualifications, experience, and competencies for the assignment. 5. The eligibility criteria, the establishment of the shortlist, and the selection procedure shall be in accordance with the Procurement Framework for Bank Group-Funded Operations (October 2015 Edition), available on the Banks website at: http://www.afdb.org. 6. The selection will be conducted using the Individual Consultant Selection method, specifically through the comparison of at least three CVs drawn from a shortlist of qualified consultants established following this Call for Expressions of Interest. The selection process will be carried out in two (2) stages: - the shortlisting phase, involving the establishment of a shortlist comprising at least three candidates qualified for the assignmenti.e., those meeting the minimum educational and experience requirements set forth in the Terms of Reference for the assignment; - the phase involving the evaluation and comparison of the CVs of the shortlisted candidates in order to select the candidate deemed most qualified and best suited for the assignment. The candidate deemed most qualified for the assignment shall be ranked first following the CV evaluation and will be invited to submit a financial proposal for the purpose of contract negotiation.
