In this context, Miftah seeks to contract an expert to prepare a research paper (ground paper) on cooperatives as an alternative approach in light of the current political, economic and social conditions, with a focus on housing cooperatives, consumer cooperatives and service cooperatives, through an analytical approach based on evidence. The paper addresses the economic and social feasibility study of cooperatives, an analysis of the policy and legislative environment governing their work, in addition to exploring opportunities to develop this sector and enhance its role in responding to crises and meeting community needs, in a way that supports knowledge-based policymaking and promotes broad community engagement in development issues . The importance of this paper stems from the need to reconsider the prevailing economic and social frameworks, which influence and are influenced by the public civic space, specifically in light of the worsening structural crises that Palestinian society is going through, and the accompanying decline in purchasing power, increased unemployment, rising housing costs, erosion of social protection systems, and weak equitable access to basic services. Cooperatives also stand out as an alternative collective form that can contribute to organizing resources, reducing costs, and enhancing access to housing, services, and basic goods, in addition to supporting the values of solidarity, community and civic participation, social cohesion, and self-reliance. General objective: This background paper aims to analyze the reality of cooperatives in Palestine as an alternative approach to strengthening social and economic resilience under the current economic conditions. Specifically, it recognizes that cooperatives and cooperative societies have played a fundamental role in stabilizing Palestinians and enhancing their resilience in previous eras and within different contexts. The paper focuses particularly on housing, consumer, and service cooperatives to understand their capacity to respond to growing social and economic needs. Furthermore, it seeks to deconstruct the policy and legislative environment governing cooperative operations, analyzing its suitability for developing and expanding the cooperative sector, and identifying legal and regulatory gaps that limit its effectiveness. This analysis aims to contribute to formulating practical visions and proposals for strengthening the role of cooperatives as a tool for economic and social resilience . The paper also aims to examine the position of cooperatives within the structure of the Palestinian economy, and to analyze the nature of their relationship with official institutions, the private sector, local bodies, and community actors, as a way to create a collective civil and organizational space that allows for broader participation of various social structures to present cooperatives as an alternative system in light of the current situation and to work together towards this goal. It also addresses the extent to which existing public policies and legislation are consistent with the requirements for promoting or hindering this pattern of economic and social organization, in addition to identifying the reforms required for its development, in order to foster an environment that supports knowledge-based dialogue and community participation in decision-making. Study topics: "Miftah" seeks to prepare an in-depth and comprehensive research paper (foundation) by addressing a set of integrated analytical axes, as follows : · Analyzing the reality of cooperatives in occupied Palestine, with a focus on housing cooperatives, consumer cooperatives and service cooperatives, in terms of their origin, spread, roles, areas of work and the challenges they face in the economic and social contexts . · Studying cooperatives as an alternative approach to confronting current economic and social crises, and as a space to promote resilience and collective self-reliance, analyzing the role of cooperatives in creating local job opportunities and promoting social and economic justice during crises . · Analyzing the gaps in the legal and legislative framework governing the work of cooperatives, and the extent of its ability to enable this sector or limit its expansion and effectiveness . · Assessing the actual feasibility of adopting a cooperative approach to housing, consumption, and access to services. · Studying public policies related to cooperative work, including housing policies, local development, social protection, and economic regulation, and analyzing the relationship between these policies and the potential for developing cooperative work . · Analyzing the structural, organizational, administrative and financial challenges facing cooperatives, and the extent to which these challenges affect their ability to continue and expand . · Identifying and analyzing gaps that housing cooperatives, consumer cooperatives and service cooperatives can help address, especially in light of rising living costs, the housing crisis and poor access to affordable and equitable services. · Studying the nature of the relationship between cooperatives and official institutions, local authorities, and the private sector, and analyzing the patterns of coordination, marginalization, or restriction that govern this relationship . · Analyzing existing or previous models and experiences and drawing lessons learned from them to understand opportunities for developing cooperative work in Palestine . · Identifying opportunities to develop the policy and legislative environment in a way that enhances the role of cooperatives and restores their status as a developmental and community tool . · Proposing possible scenarios to enhance the sustainability and expansion of cooperatives, thereby consolidating their presence as a fairer and more equitable alternative in organizing housing, consumption, and services .
