Request for proposals for Womens Rights Organizations (WROs) and Women-Led Organizations (WLOs) in Aden and Abyan Call for proposals from womens rights organizations and women-led organizations in the governorates of Aden and Abyan Deadline: 12 April 2026 CARE Yemen, in partnership with other humanitarian actors and with the support of the Foreign, Commonwealth & Development Office (FCDO), is implementing the Food Security and Safety Net/Building Resilience through Integrated Community-Based and Humanitarian Systems Transformation and Leadership in Yemen (FSSN/BRIGHTLY) programme. The programme aims to enhance food security and reduce the risk of famine by fostering a more efficient, effective, and sustainable food security response for vulnerable households and communities across 10 governorates. CARE and FCDO are committed to strengthening the participation of women and girls in food security efforts by providing targeted support to locally based Womens Rights Organizations (WROs) and Women-Led Organizations (WLOs). BRIGHTLY is strategically designed to deliver lifesaving humanitarian and early-recovery assistance in Yemen while simultaneously driving systemic improvements in cash-based interventions within the realm of Food security and Safety Net. By fostering stronger integration of resilience activities at both the household and community levels, the programme aims to create sustainable impacts that extend beyond immediate relief. Recognizing the complexity of the challenges faced by vulnerable populations in Yemen, BRIGHTLY addresses the gaps in current food security interventions. The programme addresses the multidimensional needs of marginalized social groups that often go unnoticed in cash assistance programmes. The programme is also providing cash assistance to meet basic needs and reduce negative coping mechanisms. BRIGHTLY is centred around 3 Pillars of Action: (1) Household resilience; (2) Community empowerment; and (3) System transformation. Two cross-cutting approaches are woven through each of the pillars, strengthening the quality and effectiveness of programme delivery: (1) Evidence and learning and (2) Protection mainstreaming. The FCDO Pilot Funding Mechanism is a strategic initiative aimed at strengthening the role of WROs and WLOs within the food security sector. The pilot funding focuses on establishing a flexible and responsive funding mechanism that is tailored to the operational capacities of selected WROs/WLOs in the governorates of Aden and Abyan. By empowering these organisations through targeted funding and capacity-strengthening support, the funding seeks to enhance their ability to manage grants effectively, advocate for the needs of vulnerable communities, and engage meaningfully with key stakeholders in humanitarian efforts. This call for proposal invites locally led Womens Rights Organizations (WROs)/Women Led Organizations (WLOs) in Aden and Abyan governorates to submit proposals that strengthen womens participation in food security, livelihoods and resilience building efforts. Grant Amount: USD 5,000 20,000 Implementation Period: 5 months from the date of signing the agreement. Target Locations: · Aden Governorate · Abyan Governorate Priority Areas: Proposals may focus on (but are not limited to): · Food assistance and livelihood activities targeting vulnerable women, girls, and marginalized groups · Community awareness and dialogue addressing harmful social norms and discriminatory practices · Womens engagement in protection mainstreaming and accountability mechanisms · Womens participation in humanitarian coordination and decision-making spaces · Strengthening networking and coordination among WROs/WLOs Eligibility Requirements Applicants must: · Be officially registered and have at least 3 years of relevant experience · Demonstrate commitment to womens rights and gender equality · Have women and girls as primary beneficiaries · Have proven humanitarian experience, particularly in food security/livelihoods · Have at least 30% women representation in leadership/management roles · Demonstrate financial capacity to manage grants up to USD 20,000 · Provide evidence of past successful projects and two references · Have functional transparency, accountability, and complaint mechanisms Submission Interested organizations should submit their proposal and budget to: [email protected] Deadline: 12 April 2026 Late submissions will not be accepted.
