Tenders are invited for Consolidation Phase of Iris Low Leo Pre-Operational and De-Risk Activities- Expro+ IRIS Low LEO Pre-Operational and De-Risk Activities components are part of theElement 3 of the ESA Programme and are intended to provide pre-operational servicevalidation and in-orbit demonstration opportunities. These aim at enabling rapid andrecurrent cycles, in alignment with ESA Ministerial Council cycles, from service-orientedconcepts to orbit and establishing a structured pathway for the maturation and de-risking ofsystem concepts and services prior to their integration into the EU IRIS system.The Procurement Plan outlines the proposed procurement framework, describes theupcoming preparatory actions and provides indicative timelines forprocurement activitiesfor IRIS Low LEO Pre-Operational and De-Risk Activities components as part of theElement 3 of the ESA Programme, in alignment with applicable ESA and EU objectives.Procurement activities will also be conducted by the European Commission in the EU IRIS2programme; these are not described within the scope of this document. In pursuit of acoordinated approach with the European Commission, coordination mechanisms betweenthe EU IRIS2 programme and ESA Programme are described in this document.Not covered by the scope of the ESA Programme are any subsequent activities to transitionthe pre-operational developments in these components of the ESA Programme towardstheir operational deployment in the EU IRIS2 programme (e.g. system integration, serviceentry intooperation, or follow-on development).In the short-term, the focus is on defining and establishing the framework required to executethe first ESA Ministerial Council cycle. This includes the consolidation of the services ofinterest for the European Commission and the initiation of the first procurement actions,aimed at enabling timely contract signature as early as Q3 2026.In the medium-term, corresponding to an ESA Ministerial Council cycle, the procurementstrategy is proposed in two-phases: A "Consolidation phase"followed by an "Implementationphase"The Consolidation phase targets a level comparable to maturation activities associated withPhase A/B1. The Implementation phase targets a level comparable to maturation activitiesassociated with Phase B2/C/D, while remaining strictly limited up to pre-operationalobjectives.A first Invitation to Tender "ITT1" will be issued for the Consolidation phase. A secondInvitation to Tender "ITT2" (not limited to those participating in ITT1) will be issued for theImplementation phase.Procurement Policy: C(2) = A relevant participation (in terms of quality and quantity) of non-primes (incl.
