Business Women Forum BWF | Tender Description Terms of Reference - Design and Delivery of Training and Coaching Services for Women-Owned Businesses, WATAD Project (Jenin & Tulkarem Module 1) 1.About BWF: The Business Women Forum (BWF) is a national non-profit organization established in 2006, to promote and empower the role of businesswomen and entrepreneurs as leaders in the Palestinian economy through advocacy, influence to create an enabling environment for women in Palestine. BWF works through a comprehensive methodology through provision of business development packages including capacity building, coaching, consultancy and technical support necessary for their business, enhancing access to markets, financing and knowledge, in addition to networking with local, regional and global institutions and organizations. BWF has developed a holistic business development approach based on the cumulative experience of BWF over the 15 years working on supporting women owned businesses and women entrepreneurs from different sectors and backgrounds. The holistic demand driven business development approach includes: capacity building & skill development program , one-on-one coaching and mentoring, on the job training, developing competitive products, branding and creation of creative designs, providing seed funding, access to information, access to finance, and marketing (identification of local marketing channels, developing marketing strategies, creating and participating at local, regional and international networking platforms and enhancing access to export chains). In addition, BWF introduces role models, women champions and advocates for womens issues at all levels. This holistic approach contributed to enhancing sustainability of businesses and access to economic opportunities through job creation and income generation, thus, promoted womens potential leaders and agents of change. 2.Background and General Information about WATAD: WATAD Project (Empowering Women-Owned Businesses in the West Bank and Gaza) is implemented by CARE International in partnership with Business Women Forum (BWF), and aims to address the acute economic and protection vulnerabilities of women entrepreneurs in the northern West Bank. Specifically targeting Jenin and Tulkarem, the project is designed to restore household income and support the recovery of essential operations for 23 women-led micro and small businesses impacted by displacement and recurring market shocks. WATAD employs an integrated approach that bridges the gap between immediate stabilization and long-term growth. By combining emergency business support with specialized capacity building and mentorship, the project strengthens the economic resilience of women-led enterprises, enabling them to recover, stabilize and scale within crisis-affected environments. 3.Purpose of the TOR: The Business Women Forum (BWF) is seeking a qualified Business Service Provider (BSP) to lead Module I of the WATAD Project. The selected provider will deliver comprehensive training and capacity-building services to 23 women entrepreneurs in Jenin and Tulkarem. Designed for both necessity-driven and opportunity-driven businesses, these practical and inclusive sessions will equip participants with the essential skills to navigate the unique challenges of the Palestinian market. The project aims to strengthen technical competencies and business resilience, ensuring a sustainable path toward economic empowerment and long-term success. 4.Application Submission Proposals must be submitted in sealed envelopes (one technical and one financial) to the office of the Business Women Forum in Al Bireh, Al Balou, Al Fare Building, second floor, no later than April 13, 2026, at 15:00 local time.
