Expression of Interest for West Bank and Gaza Learn to Earn Initiative The initiative has two core pillars: (1) Digital Skills Development and (2) Employability Support. Through these pillars, the project will deliver market-relevant training in digital and IT skills, and facilitate practical job linkages such as mentorships, internships, and freelance work opportunities. Additionally, recognizing the infrastructure challenges (especially in Gaza), the project includes efforts to restore learning environments for example, establishing or rehabilitating co-working spaces equipped with electricity and internet to enable remote education and work. These co-working hubs are envisioned as safe, connected spaces where students can access online learning and tech talent can re-engage in work, if and when conditions in Gaza allow. Gender inclusion is a fundamental principle of the project. At least 50% of the beneficiaries will be women, and the program design will incorporate measures to ensure womens participation and success such as safe learning spaces, flexible training schedules, and mentorship by female role models. All activities will also be carried out in a conflict-sensitive manner with contingency plans in place, given the volatile security situation. If implementation in Gaza is not immediately feasible, the program will commence in the West Bank and be scaled to Gaza if and when circumstances allow. This phased approach ensures readiness to expand the support to Gazas youth as soon as access is possible, with plans to mitigate risks like unstable connectivity or mobility restrictions. Through this initiative, IFC and the Client seek to equip Palestinian youth with the digital skills and networks needed to earn income in the global digital economy, thereby contributing to recovery, resilience, and long-term economic development in the WB&G. The Consultancy Firm engaged under this ToR will play a critical role in translating these goals into action by executing the programs activities on behalf of IFC. IFC is seeking to engage a qualified Consultancy Firm to support the implementation of the West Bank & Gaza Digital Skills and Employability initiative. The Consultancy Firm will be responsible for executing all IFC-designated activities as described in the project documents, in close coordination with IFC and the Client.
