Expression of Interest for Environment & Social Scoping Consultant for Drug Warehousing in Odisha The Odisha State Medical Corporation Limited (OSMCL) is responsible for implementing the Government of Odishas NIRAMAYA Free Medicine Distribution Scheme, which aims to ensure the uninterrupted availability of essential medicines across the state. To strengthen the pharmaceutical supply chain and improve storage and distribution efficiency, OSMCL intends to develop a network of district-level Scientific Drug Warehouses (SDWs) across the state of Odisha. The proposed project will cover at least ten warehouse locations and will be implemented through a PublicPrivate Partnership (PPP) model. Under this structure, private sector partners will be responsible for the design, development, financing, operation, and long-term maintenance of the warehouse facilities. To support the structuring and implementation of this PPP transaction, OSMCL intends to appoint the International Finance Corporation (IFC) to provide transaction advisory services, including project structuring, due diligence, and management of a competitive bidding process for the selection of private sector partners. In this context, IFC seeks to engage a qualified Environment & Social (E&S) Consultant to support the Projects environmental & social due diligence. The scope of services will include undertaking environmental and social assessment of the proposed warehouse sites, including preliminary screening (desktop review) and site visits to selected locations, as appropriate , identifying key E&S risks, impacts, and mitigation measures, reviewing site conditions and surrounding communities, identifying required regulatory approvals, assessing alignment with the International Finance Corporation Environmental and Social Performance Standards (2012) and World Bank Group EHS Guidelines, informing the scope of any further site-specific E&S studies, as required and supporting the integration of E&S considerations into Projects bid documents.
