Expression of Interest for Consulting Services to Provide Capacity Building and Technical Support for the Implementation of the Medium-Term Expenditure Framework The Government of Angola has received a grant from the African Development Fund (ADF) to cover the costs of implementing the Budget Efficiency, Effectiveness and Transparency Technical Assistance Project (BET-TAP). The Government intends to apply part of this funding in hiring consultant services to support the timely publication of quality Public Expenditure Reviews (PER) in accordance with international best practices and transparency indicators and implementation of Gender Responsive Budgeting. In addition, the funding will support targeted capacity-building initiatives, including structured workshops and onthe-job training. The services included under this assignment are: Development and refinement of budgeting guidelines and templates for MTEF. Enhancement of qualitative and quantitative analysis in budgeting reports.
