Closing Date: 12 Apr 2026 Background and services required World Leadership Alliance Club de Madrid (CdM) is the largest worldwide assembly of political leaders working to strengthen democratic values, good governance and the well-being of citizens across the globe. As a non-profit, non-partisan, international organization, its membership is composed of more than 100 democratic former Presidents and Prime Ministers from over 60 countries, together with an international network of advisors and expert practitioners, who offer their voice and agency on a pro bono basis to todays political, civil society leaders and policymakers. The Shared Societies Programme (SSP) started in 2007 and has the stated goal of realizing a society in which all individuals and constituent groups hold status as equally contributing participants, free to express their differences while integrating their voices within the broader population. The program has worked in more than twenty countries, advocated for the inclusion of Shared Societies at the highest international levels, informed research, influenced policy and shaped agendas, including the United Nation´s 2030 Agenda for sustainable development. SSP is championed by more than one hundred former democratic presidents and prime ministers who form the membership of the Club. SSP forms an integral part of CdMs third strategic pillar: Fostering Shared Societies of the Club de Madrid Programmatic Strategy 2023- 2025. The final programme review will build on an independent review of SSP that was conducted in 2016, spanning the period 2007-2015 and other evaluation exercises and internal reporting. It is proposed that this outcome focussed review, uses the same established framework as the 2016 review, and whilst it is meant to be comprehensive in nature (2007-2025), it is expected that the proposed review will build on the 2016 findings, and concentrate on the period 2016-2025. The purpose of the review is to conduct a comprehensive and systematic assessment of the Shared Societies Programme (SSP), examining its design, implementation and results, and evaluating its relevance, effectiveness, efficiency, impact and sustainability, in order to generate actionable findings and recommendations to inform future strategic and programmatic decision-making. Specific Services The consultancy will last approximately 8 weeks and it is expected to be carried out during the first semester of 2026. The tentative schedule is as follows: Week 1-2: Desk review of core documents; initial meetings with CdM´s Secretary General, Programme Director and other personnel. Drafting of a short inception report (to be submitted by the end of week 2). Weeks 3-5: Conduct interviews with secretariat staff, CdM Members, networks and relevant stakeholders meetings. Week 6-8: Developing a presentation and a final report in English of key findings for the Secretariat and representatives of Slifka Foundation, and drafting of final report); debriefing with CdM and Slifka Foundation. Requirements CdM is seeking an experienced professional who brings substantial expertise to the final review, including: Proven experience conducting and leading evaluations/assessments and learning reviews Strong knowledge of data collections tools and methods Strong knowledge of the international development and global funding environment Previous experience with Shared Socieities or social cohesion programmes would be an advantage Previous experience working in geographic areas of SSPs implementation would be an advantage Strong drafting skills and the production of succinct, user friendly/actionable documents Native English language skills Organizational framework The Consultant will report to the Director of Programmes who is based within CdM´s Secretariat in Madrid. This is a fully remote role; no travel is currently anticipated. Consultant fees The offered fee is 250/day for a total of 40 days of consultancy.
