Evaluation Consultancy Services – Evaluation Of The European Climate Protection Initiative (Euki) And Impulses For Further Development. The European Climate Protection Initiative (Euki) Was Launched In 2017 By Resolution Of The German Bundestag Under The Leadership Of The Federal Environment Ministry. The Overarching Goal Of The Euki Is To Support The Transition To Climate-Neutral Economies In Europe By 2050 At The Latest, Particularly At The Local/Regional Level, Including Through Transnational Learning And Collaboration. The Euki Is Intended To Promote Climate Policy Dialogue Between Germany And The Other Eu Member States And Accession Countries, Capacity Building, And The Exchange Of Knowledge And Experience In The Area Of ​​Climate Protection Between Governmental And Non-Governmental. Actors From Germany And Other Eu Member States Or Accession Countries As Well As A Better Understanding Of German Climate Policy In Europe. Serve Abroad. The Structure Of The Euki Includes Two Central Funding Strands: • Call For Tenders And Funding Of Projects In Accordance With The Ministrys Content Priorities, Also With Regard To Bilateral Cooperation And On The Basis Of Initiative Applications (So-Called “Bmukn Strand”). • Annual Ideas Competitions Enable The Selection And Financing Of Suitable, Cross-Border Projects From Municipalities, Science And Civil Society As Well As Companies Oriented Towards The Common Good In The Target Countries (Central, Eastern And Southern Europe, The Baltic States And The Western Balkans). Projects Are Funded Within The Framework Of Financing Agreements Between The Society For International Cooperation And The Funding Recipients In Accordance With The Federal Budget Code. The Funding Rate For Individual Projects Can Be Up To 95% And Is Non-Repayable. The Project Organizations Are Also Asked To Assess The Ghg Reduction Potential And/Or To Increase Co2 Sequestration. These Are Usually Indirect Effects Of The Implementation Of Non-Investment And Non-Technical Projects, Which Is Why A Precise Calculation Is Not Possible For Every Project. This Is Particularly The Case If The Projects Aim At Structural, Organizational Or Behavioral Changes In Order To Create The Conditions For The Transformation Processes. For The Projects Financed Directly By The Bmukn, Impacts Are Also Assessed Primarily On A Project-Related Basis. The Sustainable Impact Of Individual Projects Also Depends In Part On External, Non-Controllable Factors. Sharpening The Target Structure, Developing Impact Monitoring At Program Level And Making The Results Achieved More Visible Would Help To Make The Overarching Contributions Of The Euki Even More Clearly Visible. The Evaluation Project Offers The Opportunity To Initiate Further Developments And Adaptation Of The Target And Indicator System, Especially At Program Level, And To Review The Previous Organization And Implementation Of The Funding Streams. It Is Intended To Provide A Comprehensive, Evidence-Based Assessment Of The Euki Program, Its Elements, The Organizational Structure And Program Management
