The Client Operates The It Process Dar (Cross-Database Analysis And Research), Which Can Be Used To Search, Research And Analyze Various Databases Of The Nrw Police. There Is An Intention To Purchase A New System Based On The Latest Technical Standards (Dar Ii). The Analysis Software To Be Procured Must Be Able To Search, Research And Carry Out Analyzes In A High-Performance Manner In Different Data From Existing Structured And Unstructured Data Sources. The Dar Ii Is Intended To Meet Current And Future Foreseeable Criminal Requirements And Reflect The Latest Technological And Investigative Options. It Must Fully Comply With The Technical And Legal Framework Conditions, In Particular The National And International Regulations As Well As The Provisions On Deletion Obligations, The Rules For Hypothetical New Data Collection And Core Area Protection, And Must Be Regularly Adjusted. It Must Meet Data Protection Requirements And Be Able To Implement Future Changes In A Legally Binding Manner. The Aim Is To Obtain A Sufficiently Dimensioned, Scalable Analysis System For An Unlimited Number Of Users, Which Can Efficiently Process Constantly Growing Data Volumes. The 8Th Amendment To North Rhine-Westphalias Police Law Removes The Ban On The Use Of Artificial Intelligence And Opens Up Possibilities For Data Mining. The Solution To Be Procured Should Serve The Emerging Potential And Open Up The Possibilities Of Using Artificial Intelligence, Especially In The Form Of User Support, Increasing Efficiency And Creating Non-Personal Analyzes For The North Rhine-Westphalia Police. The Procurement Essentially Includes The Following Services: - Acquisition Of Analysis Software For Cross-Database Analysis And Research, Which Can Generally Be Installed In An Existing It Environment. This Includes A Productive, Development And Test System, Which Is To Be Integrated Into The Existing It Infrastructure Of The Nrw Police. - Optional: The Provision Of A Central Data Integration Platform To Integrate Existing Data Sources. - Optional: The Provision Of Evaluation And Analysis Functionalities Based On The Use Of Artificial Intelligence. - Support The States Central Training Provider In The Preparation And Implementation Of Training Measures. As Part Of The Process, The Client Reserves The Right To Carry Out A Test Of The System. In Any Case, The Bidders Will Provide A System Demonstration As Part Of The Bidding Discussions. The Procurement Process Is Expected To End In October 2026.
