Tenders are invited for Consultant for Reviewing and Strengthening the Financial Management and Procurement Policies to Support the Long-term Sustainability of Chhouk Sar Association Clinic Consultant for Reviewing and Strengthening the Financial Management and Procurement Policies to Support the Long-term Sustainability of Chhouk Sar Association Clinic with Family Health International (FHI 360) Announcement Description FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. FHI 360 serves more than 70 countries and all U.S. states and territories. Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR) and managed by the U.S. Department of State (DoS), provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB); improve maternal and child health (MCH); address malaria; improve nutritional outcomes among at risk populations; and promote health systems strengthening (HSS), including supply chain management. The project supports the achievement and maintenance of HIV epidemic control through strategic technical support focused on HIV prevention, case finding, treatment, and care. EpiC works closely with the National Center for HIV/AIDS, Dermatology, and Sexually Transmitted Infections (NCHADS), the National AIDS Authority (NAA), at-risk population networks, civil society organizations, and private sector providers to reduce HIV transmission and improve health outcomes for people living with HIV. Chhouk Sar Association (CSA) is a local nongovernmental, nonprofit organization providing HIV care and treatment services to at-risk populations. Since its inception, CSA has received funding from the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR) and the Global Fund through NCHADS. However, reduced funding since 2020 and uncertainty around future Global Fund support have affected service delivery and highlighted the need for sustainable financing. Expected Outputs Consultant for Reviewing and Strengthening the Financial Management and Procurement Policies to Support the Long-term Sustainability of Chhouk Sar Association Clinic Career Category: Consultancies Location:Phnom Penh Summary Solicitation Number: FY26-EpiC-Regional-010 Date of Issue of RFP: March 31st, 2026 Date Questions from Supplier Due: April 5th, 2026 Date Answers due from FHI 360: April 7th, 2026 Date Proposal Due: April 10th, 2026 Approximate Timeframe Consultant Agreement Issued to Successful Candidate(s): April 27th, 2026 Scope of Work The purpose of this assignment is to enhance CSCs financial sustainability as a communityled social enterprise through mentorship and targeted technical support. The consultant will support CSC to achieve the following objectives: Strengthening CSCs financial capacity through improved financial planning, diversified revenue strategies, and a viable business model to support longterm sustainability. Modernize CSCs financial and accounting systems to address operational gaps and improve efficiency and compliance. Build the skills of CSCs administrative and finance staff through coaching, mentoring, and training. Support the uninterrupted delivery of essential HIVrelated services. The consultant will be responsible for carrying out the following tasks: Activity 1: Assess financial system management to identify gaps, recommend improvements for operational efficiency and growth and clarify staff roles and responsibilities. Activity 2: Review existing financial and procurement policies, forms, templates, and procedures. Activity 3: Update and streamline financial management and procurement policies. Activity 4: Coach administrative and finance teams on applying updated policies, forms, and templates. Activity 5: Train finance team on effective use of the accounting system (QuickBooks). Activity 6: Provide organizational development training to CSA staff. Activity 7: Submit a final report with key findings and recommendations. Eligibility Qualifications To successfully complete this assignment, the consultant should have strong technical expertise and practical experience in financial management, accounting, procurement systems, and capacity building. Education An advanced university degree (masters degree preferred) in Finance, Accounting, Business Administration, Economics, or related field. Professional certification (e.g., CPA, ACCA, CMA, or equivalent) is an advantage. Professional Experience At least 710 years of progressively responsible experience in financial management, accounting, and procurement systems, preferably within non-governmental organizations (NGOs), community-based organizations (CBOs), or donor-funded projects. Demonstrated experience in reviewing, developing, and revising financial management and procurement policies and procedures. Proven experience supporting organizations undergoing organizational transformation or transition to a social enterprise or sustainability-focused model. Prior experience working with donor funded projects (e.g., U.S. Government, Global Fund, PEPFAR, UN agencies) and familiarity with donor compliance and reporting requirements. Technical Skills Strong expertise in financial systems analysis, internal controls, budgeting, and financial reporting. Advanced practical experience with accounting software, particularly QuickBooks, including system setup, customization, and staff training. Solid understanding of procurement best practices, including documentation, controls, and transparency requirements. Ability to develop and adapt financial manuals, templates, and tools appropriate for organizational use. Capacity Building and Communication Demonstrated experience in training, coaching, and mentoring finance and administrative staff, with the ability to translate technical concepts into practical applications. Strong facilitation, communication, and interpersonal skills, with experience working in multicultural and resource-limited settings. Excellent report writing skills, with the ability to produce clear, concise, and actionable recommendations. Contextual Experience (Preferred) Experience working in Cambodia or similar contexts, particularly with community-based or health-focused organizations. Familiarity with HIV, health service delivery, or social enterprise models is an advantage. Ability to work collaboratively with senior management, finance teams, and program staff.
