The Smoothing Package For Network Renovations Is Hsys Pilot Project, For Which Hsy Tenders Two Different Contractors To Guide The Design And Implement The 2027-29 Sewer And Water Network Renovation Program With Its Included Objects. Renovation Works (Hereinafter Referred To As Works) Must Be Carried Out Mainly In The Open Using Unexcavated Methods. The Goal Of The Pilot Project Is A More Flexible And Efficient Implementation Of The Renovation Programs, A More Rational Delimitation Of The Renovation Areas, And Improving The Cost-Effectiveness And Quality Of The Renovation Sites. The Contracts Are Intended To Include - Preliminary Programming Of The Renovation Sites For The Entire Contract Period - More Detailed Planning And Timing Of The Annual Renovation Sites - Control Of The Building Design Of The Selected Sites Renovation Works - Development Of Renovation Methods And Processes Programming And More Detailed Planning Of The Renovation Sites And Development Of Renovation Methods And Processes Must Be Carried Out In Cooperation Between The Customer, The Consultants Chosen By The Customer And The Service Provider And Its Subcontractors. The Start Of The Contract Period Requires A Development Phase To Be Carried Out In September-December 2026, Where The Customer And The Selected Contractors Determine The Goals And Metrics Of The Renovation Contracts And Initiate A More Detailed Planning Of The Renovation Contracts. Contractors Must Be Able To Act As Main Contractors And Implement The Content Of The Contracts Either On Their Own Or Together With Subcontracting Resources. Subcontractors Do Not Need To Be Named In The Participation Notices Yet. Only One Bid Can Be Submitted For The Tender, I.E. The Same Company Cannot Submit Two Bids Or Act Both As A Bidder And As A Subcontractor Of Another Bidder. Implementation Mode The Implementation Mode Of The Contracts Is A Project Alliance, Which Includes A Common Development Phase, Budgeting And Invoicing Based On The Open Book Model, And Common Incentives. In The Alliance Model, The Customer Pays The Contractors Their Direct Costs And On Top Of That A Fee Based On The Fee Percentages Offered In The Tender. After The Procurement Decision, The Client Initiates The Development Phases With The Designers Selected From The Framework Contract Suppliers Of Both Contractors And The Client, During Which The Parties Jointly Define The More Precise Content And Scope Of The Contracts, As Well As The Implementation Method And Target Costs. In Addition, In The Development Stages, A More Detailed Renovation Program With Schedules For The First Year Will Be Drawn Up And Construction Planning For These Sites Will Be Started. The Programs For The Following Years 2028-2029 Are To Be Drawn Up With The Same Principles During The Fall Of The Previous Year. The Client Is Supposed To Make Assignments Based On The Alliance Agreement First From The Development Phase And Then Every Calendar Year, Provided That The Parties To The Agreement Achieve Their Set Goals.
