Request for proposals for Consulting Support for Capacity Building and Standards Development to Strengthen Renewable Energy Policy in Indonesia (RE-ACT Project) Description : GGGI Indonesia Country Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: As part of the Indonesia country program, GGGI is implementing the Renewable EnergyAccelerated Transition (RE-ACT), which provides technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. The RE-ACT is led by the Directorate for Various New and Renewable Energy/Direktorat Aneka Energi (DAE) at the Directorate General for New Energy, Renewable Energy and Energy Conservation/Energi Baru, Terbarukan, dan Konservasi Energi (DG EBTKE), Ministry of Energy and Mineral Resources (MEMR), as the executing government agency. The Ministry of National Development Planning (Bappenas) is the co-chair of the RE-ACT project. RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia, which are currently held back by policy barriers and a lack of proven investment models for private investors. RE-ACT started in October 2021 and has a duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the Indonesian Government to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy and, in turn, allow for more ambitious NDC. Lack of investments in the renewable energy sector is due to several key factors, including policy & regulatory delays, high costs of RE projects, lack of adequate grid infrastructure, and limited institutional capacity. These key factors deter investors from investing in renewable energy projects, therefore preventing a greater mix of renewable energy in the electricity sector. To create an investment-enabling regulatory environment, it is essential that policymakers at a national and sub-national level are equipped with skills to develop accurate policies and regulations. Therefore, the RE-ACT project will be supporting the following capacity-building related activities to strengthen the institutional capacities of sub-national energy planners and policymakers: Capacity building on Energy Statistic and Indicators for Sub-National Governments Accurate and consistent energy statistics are essential for effective policymaking and planning at both national and sub-national levels. The project will deliver a capacity building to equip regional energy planners with energy statistics. Furthermore, this capacity building will enhance knowledge related to national energy indicators from the RPJMN to improve alignment between national and sub-national planning frameworks and supporting more effective design and implementation of energy projects at the local level. Baseline assessment on sub-national awareness and capacity related to carbon market mechanisms Newly established regulations such as the Presidential Regulation 110/2025 introduce a new framework for carbon governance through the establishment of emission allocations per sector and entity (alokasi karbon), the creation of the National Carbon Unit Registry (SRUK), and the integration of measurement, reporting, and verification (MRV) systems across sectors. With this new regulation, sub-national energy planners are expected to integrate the new frameworks into regional energy plans. To enhance sub-national institutional capacity related to carbon market mechanisms, it is first essential to identify the existing baseline and gaps present, particularly in the Papua region. During the Regional Energy Forum supported by the RE-ACT project, the sub-national government in the Papua region has indicated interest in comprehending the existing carbon market mechanisms. Thus, the project will assess the existing awareness and capacity related to carbon market mechanisms, particularly in the context of the Regional Energy Plan (RUED) implementation. Additionally, the RE-ACT project will support GoI in developing clear, reliable standards for renewable energy technologies. These standards will ensure the safe, efficient adoption of renewable energy, align Indonesia with international best practices, and attract investment, reinforcing the countrys position in the global energy market. Each year, MEMR is tasked to develop at least one standard for each renewable energy technology, including wind, hydro, solar, and hydrogen. The standard development process typically involves adoption from international standards, review of the standard adoption, and reaching a consensus on the standard, which will be done in the form of technical meetings attended by dedicated experts appointed by BSN. The RE-ACT project will be supporting GoI in establishing the following renewable energy standards: Wind Energy o Identic adoption of IEC 61400-50-2:2022 Wind energy generation systems - Part 50-2: Wind measurement - Application of ground-mounted remote sensing technology o Revision of SNI 8398:2017which will incorporate substantive elements from IEC 61400-31 or IEC 61400-15-1serves as a guideline for the feasibility study of wind power plant development Hydropower o The self-development of an SNI titled: Guidelines for Cost Analysis of Micro Hydropower Plants (PLTMH) and Mini Hydropower Plants (PLTM) ASSIGNMENT OBJECTIVE: GGGI seeks to engage the services of a Consulting Firm to deliver capacity-building support under the RE-ACT project. The assignment will focus on planning and delivering training activities (including facilitation and evaluation), producing and finalizing training materials, and coordinating closely with Government stakeholders as RE-ACT partners. In addition, the consultant shall support the development of Indonesia National Standard renewable energy technologies by providing technical inputs and process support. The Consultant shall document the full process of training material development, including the research, consultations, iterations, and evidence used to produce the final materials, and submit this documentation as part of the assignment outputs. Collaboration with key stakeholders and adherence to the agreed deliverables are essential for successful delivery. As the work will be undertaken in close cooperation with MEMR, Bappenas, GGGI, and other partners, flexibility, responsiveness, and a shared understanding of the intended outcomes are required. The Consultant shall report to the GGGI RE-ACT Project Manager while also coordinating on a day-to-day basis with the appointed Bappenas and MEMR focal point(s), and where applicable cooperation with other partners is required. The expertise and qualifications will be explained in further detail in the Qualification section.
