Tenders are invited for Training in Results-Based Management (Rbm)/Planning, Monitoring and Evaluation (Pse) Location: Kigali Deadline: Wednesday, 15/04/2026 17:00 TERMS OF REFERENCE (TOR) Training in Results-Based Management (RBM)/ Planning, Monitoring and Evaluation (PSE) 1. Background and Rationale Maison Shalom Rwanda is a humanitarian organization founded in 1993 by Marguerite Barankitse, committed to promoting the dignity, education and empowerment of refugees and vulnerable populations. Following the 2015 political crisis in Burundi, the organization relocated to Rwanda, where it focuses its interventions in the field of education, vocational training and community development, particularly in the Mahama camp as well as in urban areas in Kigali. More than 7,000 young Burundian refugees are currently benefiting from its educational, economic and psychosocial programmes, aimed at strengthening their autonomy and role as agents of positive change. Guided by the values of dignity, compassion and integrity, Maison Shalom works to restore the confidence and hope of the beneficiaries, in accordance with its vision: "To see every human being live with dignity and flourish integrally in any society". Its mission is to promote human development through sustainable psychosocial, educational and economic support. In its interventions, the organisation places particular emphasis on efficiency, impact and sustainability. Faced with the increased demands of partners in terms of accountability and measurable results, it is setting up training in Results-Based Management (RBM) to strengthen the capacities of staff in planning, monitoring and evaluation, in an approach oriented towards concrete and sustainable results. 2. General objective Strengthen the capacities of Maison Shalom Internationals staff in project management, monitoring and evaluation according to the Results-Based Management (RBM) approach. 3. Specific objectives At the end of the training, participants will be able to: Master the key concepts of RBM Developing a results chain adapted to Maison Shaloms projects Build and analyze a logical framework (logframe) Define relevant SMART indicators Establish an operational monitoring and evaluation system Improve results-oriented reporting Integrating risk management and organizational learning 4. Expected results Participants understand and apply the principles of RBM Planning tools (logical frameworks) are developed or improved for ongoing projects Performance indicators are harmonized A monitoring and evaluation scheme adapted to Maison Shalom is proposed Reporting practices are strengthened and standardized 5. Training content The training will be contextualized to Maison Shaloms projects (education, socio-economic integration, protection, agriculture, etc.) and will cover: Introduction to RBM and institutional issues Results chain and theory of change Logframe applied to ongoing projects Performance indicators and collection tools Operational planning and results-based budgeting Identification of baselines, monitoring, evaluation and learning Risk management Reporting for landlords Internal case studies and practical exercises based on Maison Shalom projects 6. Methodology Participative and practice-oriented approach: Interactive presentations Group work on real Maison Shalom projects Internal case studies Logical framework building exercise Monitoring and evaluation simulations Feedback sessions and co-construction of tools 7. Target Participants Project Managers Program Managers Monitoring and evaluation officers Technical staff Estimated number of participants: 8 participants 8. Duration and location Duration: The duration of the training will be determined by the trainer Location: On-site (Maison Shalom premises e.g. Mahama or headquarters) Format: Presentie 9. Trainer Profile The consultant/trainer must meet the following criteria: Academic background: University degree (minimum Bac+3, Bac+5 preferred) in project management, international development, social sciences or related field. Proven professional experience: At least 5 years of experience in development project management Proven experience in Results-Based Management (RBM) and M&E Proven experience in conducting adult training Technical skills: Mastery of the logical framework, SMART indicators and monitoring and evaluation tools Good understanding of donor requirements Teaching skills: Excellent facilitation skills with a participatory approach Ability to develop practical and adapted training materials. Languages: The training will be conducted in French, therefore, a mastery of French is mandatory but a good knowledge of English will be an asset. Assets: Experience in East Africa and/or with local and international NGOs Ability to offer post-training support 10. Expected deliverables Detailed training agenda Adapted modules and teaching materials Practical tools: Logical Framework Template Indicator matrix Monitoring and evaluation plan Final report including: Summary of the sessions Evaluation results Post-training follow-up/coaching plan Operational recommendations 11. Evaluation methods Knowledge test (pre and post training) Continuous evaluation of practical exercises Participant Appreciation Sheet Final restitution of the acquired knowledge 12. Responsibilities Maison Shalom International: Logistical organization (room, equipment, supports) Selection and mobilization of participants Provision of project documents for the financial years Trainer/Consultant: Preparation of context-specific modules Facilitation of the training Facilitation of practical work Production of the final report Technical offer: it must include a note of understanding of the mission, a detailed CV, copies of relevant diplomas and certificates, at least three professional references for similar missions, as well as any document attesting to experience in training and Results-Based Management (RBM). Financial offer: it must be submitted in local currency (RWF). The deadline for submission is April 15, 2026, and the training must be completed by June 1, 2026.
