Expression of Interest for Firm Consultant on Procurement Professionalization Phase 1 SCOPE OF WORK The Consulting Firm shall undertake the following tasks under the overall guidance of the World Bank and in close coordination with GPPB-TSO. 1. Institutional Coverage The assignment shall cover: National Government Agencies (NGAs), Government Owned and Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), Local Government Units (LGUs), and other procuring entities; Key procurement roles, including Bids and Awards Committees (BACs), BAC Secretariats, Procurement Units, End-user Units, and other officials involved in procurement processes; and GPPB-TSO as the core institutional anchor for procurement competency standards, ethics, and professionalization. 2. Technical Tasks 2.1 Framework Direction Setting and Structural Blueprinting Support GPPB-TSO in reviewing and synthesizing relevant laws, regulations, policy documents, studies, and strategy papers referenced by the Bank and GPPB-TSO; Support GPPB-TSO in validating the functional logic of procurement work across institutions and procurement roles; Support GPPB-TSO in defining the competency architecture, including domains, clusters, proficiency levels, and role mapping rules; Support GPPB-TSO in integrating ethical principles as a core, crosscutting design element within the competency framework; and In coordination with GPPB-TSO, conduct structured consultations and validation workshops with key stakeholders. 2.2 Competency Framework and Dictionary Development Support GPPB-TSO in developing and validating standardized competency definitions, proficiency descriptors, and behavioral indicators; Support GPPB-TSO in calibrating proficiency levels against actual job demands and performance scenarios; Support GPPB-TSO in developing role specific competency profiles and proficiency matrices; Support GPPB-TSO in ensuring alignment with CSC job classification, competency-based instruments, standards and national human resource management systems; and Support GPPB-TSO in consolidating inputs and finalize an endorsement ready National Government Procurement Competency Framework and Competency Dictionary. 2.3 Ethics and Integrity Framework Development Support GPPB-TSO in developing and validating a comprehensive Procurement Code of Ethics; Support GPPB-TSO in translating ethical principles into observable, role-specific performance indicators; Support GPPB-TSO in defining ethical decision points, red flag indicators, and accountability guidance; and Support GPPB-TSO in developing practical tools to support the application of ethical standards in day-to-day procurement operations. 3. Methodological Approach The Consulting Firm shall apply a rigorous, evidence-based methodology drawing on competency modeling, organizational development, systems thinking, and human-centered design. Methods may include desk reviews, benchmarking, interviews, surveys, focus group discussions, and validation workshops, consistent with the Banks technical and fiduciary standards.
