Expression of Interest for Yemen Agribusiness Project Dairy Entry Phase Pre-Implementation Engagement of Local Consulting Firm(s) Aden, Yemen D. SCOPE OF WORK 1. Dairy Value Chain Mapping and Commercial Assessment: · Identify and profile dairy processors. · Collect indicative information on operational scale, sourcing model, capacity, expansion appetite, and constraints. · Map milk collection networks and supply routes. · Identify key value chain actors (farmers, herders, aggregators, transporters, processors, service providers, traders) and document how milk, services, and payments flow between them. · Estimate production volumes and seasonality. · Identify infrastructure gaps. · Identify actors providing animal health, breeding, vaccination, feed, and related services. · Assess demand for scalable service delivery models. 2. Smallholder Cluster Diagnostics · Conduct structured field visits. · Engage farmers, collectors, processors, and input suppliers. · Assess veterinary services, AI, vaccination, and disease constraints. · Assess breeding practices and feed systems. · Collect indicative cost benchmarks. · Identify service delivery gaps affecting scalability. 3. Financial Ecosystem Mapping · Identify 23 financial institutions. · Collect indicative information on portfolio exposure, collateral requirements, and risk perceptions. · Assess appetite for livestock-focused financing. 4. Gender and Climate Considerations · Assess womens participation and barriers. · Identify climate-related risks and adaptive practices. 5. Operating Environment and Systemic Risk Assessment · Document security and access constraints. · Assess institutional responsibilities for disease control. · Identify regulatory or political economy factors affecting commercialization. E. DELIVERABLES 1. Inception Report (Within Two Weeks of Contract Effectiveness) · Methodology aligned with Objectives and Scope. · Stakeholder mapping and engagement plan. · Draft data collection instruments. · Data validation approach. IFC will review prior to full deployment. 2. Monthly Progress Notes · Field activities conducted. · Stakeholders engaged. · Data collection status. · Emerging factual observations. · Operational constraints. 3. Stakeholder Screening Matrix The Consulting Firm(s) shall develop and submit a structured Stakeholder Screening Matrix to identify and assess key stakeholders across the dairy value chain in the target market. The matrix shall enable a systematic assessment of stakeholders relevant to dairy sector development, including producers, processors, service providers, industry organizations, and other entities involved in the value chain. At a minimum, the matrix shall include standardized fields covering: · Operational scale and business model; · Geographic footprint and market presence; · Commercial readiness and expansion interest (where applicable); · Experience in agribusiness or livestock-related activities; · Key operational constraints and perceived risks. IFC may refine the matrix structure during implementation to ensure comparability across entities. 4. Data Submission · Survey datasets (Excel). · Interview summaries. · Supporting documentation. 5. Draft Field Findings Report: · Structured factual findings aligned with Objectives and Scope. 6. Final Field Findings Report · Revised version incorporating IFC comments IFC project team will conduct further analytical synthesis, financial modeling, budgeting, and preparation of consolidated outputs. F. FIRM QUALIFICATIONS · The Consulting Firm(s) shall demonstrate relevant institutional experience in agribusiness and livestock sector diagnostics in Yemen, including engagement with private sector firms, financial institutions, and development partners. The proposed team shall collectively demonstrate expertise in: · Dairy and agrifood value chain analysis; · Smallholder integration and aggregation models; · Rural and agribusiness finance; · Gender inclusion in agrifood systems; · Field-based data collection in fragile environments; · Structured data management and reporting. The Consulting Firm(s) shall designate a qualified Team Leader responsible for coordination and quality assurance. G. DURATION AND SCHEDULE The assignment is expected to be implemented over approximately six (6) months. Indicative timeline: · Month 1: Inception and mapping · Months 24: Field data collection · Month 5: Validation and shortlisting · Month 6: Consolidation and final submission Payment milestones shall be linked to deliverable approval. H. REPORTING & COORDINATION PROTOCOL · The Consulting Firm(s) shall designate a Team Leader as primary focal point and participate in bi-weekly coordination calls with IFC. · The Consulting Firm(s) shall immediately notify IFC of any security or operational constraints. · All external communications referencing IFC or the project require prior written clearance from IFC.
