Tenders are invited for Consultant to Work on Gender Assessment Empowering women and strengthening the resilience of vulnerable rural and urban communities in South Lebanon and Beirut is a three-year program implemented by a consortium of 3 NGOs, Justice without Frontiers, SHEILD, and JAFRA, led by Welthungerhilfe (WHH) and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). This program aims to strengthen womens livelihoods and increase the resilience of vulnerable communities engaged in smallholder and subsistence agriculture. Justice without Frontiers role in this program is to ensure that gender equality is mainstreamed into all project activities, provide tailored training for women in leadership skills and business development, provide legal support, and conduct a gender analysis. Request: Justice Without Frontiers (JWF) is seeking a consultant to conduct a Gender assessment The consultant will: Conduct a comprehensive Gender assessment of GBV, Legal Protection, and the impact of crises on Women, Vulnerable households, MSMEs, co-ops, Startups, and smallholders, especially in South Lebanon. Compare findings with the baseline gender analysis conducted at the start of the project Analyze and identify existing and remaining gender gaps among the targeted groups Compare the specific risks, challenges, and barriers faced by women and girls in South Lebanon with the baseline gender analysis Develop clear, practical, and actionable recommendations Target Groups The study will target: Lebanese, Syrian, and Palestinian communities are involved in the project. Women-led MSMEs, cooperatives, start-ups, and smallholder farmers. Vulnerable households participating in livelihood or food security interventions. Young people aged 1625 and adults aged 2664. Scope of Work Submit a comprehensive methodology including the research design, strategy data, collection tools, and approach for comparing baseline and endline findings Review the baseline gender analysis report and relevant project documentation Hold an inception meeting with JWF to validate the objectives, agree on the key focus areas, and discuss the assessment methodology and data collection tools. Conduct three focus group discussions (FGDs) (1 in Beirut and 2 in South Lebanon) and key informant interviews (KIIs) with beneficiaries and relevant stakeholders. Analyze the collected data, compare result with baseline finding and identify progress, gaps, and remaining challenges. Meeting with JWF, partners, and donors to follow up on the recommendations Submit a draft report presenting the findings and preliminary recommendations. Submit a final report incorporating feedback from JWF and partners, including clear and actionable recommendations. Prepare a PowerPoint presentation summarizing the comparison between baseline and endline gender assessment, highlighting gaps, challenges, and recommendations. Deliver a presentation session to share findings and recommendations with JWF, partners, and key stakeholders Skills and Experience: A Masters degree in Social Sciences, Gender Studies, Development Studies, or a related field. Minimum of 4 years of professional experience conducting gender assessments. Strong expertise in gender equality, womens empowerment, GBV, and protection mainstreaming Demonstrated experience in working with vulnerable communities, including women, youth, refugees, host communities, smallholder farmers, and women-led enterprises. Previous experience working with NGOs or international organizations is required. Experience in designing and conducting qualitative and quantitative research, including FGDs and KIIs.
