Request for proposals for Provision of Independent Quality Assurance Services for the Pre-Go-Live Implementation of Capital Market Infrastructure The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified and experienced firms for the provision of independent Quality Assurance services covering the prego-live phase of both Phase 1 and Phase 2 of the CMI implementation. For each phase, the QA exercise must produce three formal reports: (i) a QA Findings and Test Validation Report setting out all assessment findings, risk ratings, and the Test Validation Summary Scorecard; and (ii) a Go/No-Go Readiness Report containing the formal recommendation to the NSE Management and (iii) a report to the Capital Markets Authority (CMA). Six reports in total will be produced across the two phases. 5 | P a g e The QA exercise will assess all six CMI components across both phases against five quality dimensions:- a. System and Technical Readiness - verifying that all systems are fully built, tested, integrated, secure, and operationally resilient; b. Business Process and SOP Readiness - verifying that all operational processes, workflows, standard operating procedures (SOPs), and staff competencies are in place; c. Regulatory and Compliance Readiness - verifying that all legal, regulatory, and licensing conditions have been met prior to commencement of live operations; d. Vendor and Contractor Performance - verifying that the system vendor has delivered against contractual obligations and that knowledge transfer has been completed; and e. Test Script and Results Validation - independently validating the adequacy, coverage, and integrity of all test scripts, test execution evidence, defect management, and UAT sign-off across all six CMI components. This RFP outlines the scope of services, technical and functional requirements for the QA exercise, vendor qualification requirements, pricing requirements, and the evaluation criteria that will be used to assess proposals. 2. PROJECT OVERVIEW AND OBJECTIVES Project Vision The NSE envisions completing the transition to a modern, robust, and integrated capital market infrastructure that supports its strategic growth objectives. The independent QA exercise is the final quality gate before live operations commence for each phase, ensuring that all six CMI components and the operational ecosystem surrounding them meet the required standards of performance, security, regulatory compliance, and operational readiness. Strategic Objectives of the QA Exercise The QA exercise is expected to deliver the following key outcomes: 1. Provide independent assurance to the NSE and the CMA that the CMI implementation is ready for go-live; 2. Identify and risk-rate any material gaps, defects, or unresolved risks across all five QA dimensions before live operations commence; 3. Validate that the testing programme conducted by the project team and vendors is sufficient in scope, quality, and evidence integrity to support a go-live decision; 4. Deliver three formal reports per phase: a QA Findings and Test Validation Report , Go/NoGo Readiness Report and a report to the regulator (CMA), each with conditions where applicable; 5.
