Tenders are invited for Monitoring and Evaluation (M&E) Specialist (Consultant). Closing Date: 9 Apr 2026 Type: Consultancy Purpose and Objectives: The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. Being an autonomous international organization governed by the Board of Trustees. It supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPCs Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific with various programs being implemented under 15 strategic themes by three departments, namely the Preparedness and Climate Actions, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. For details, please refer to the ADPC website at http://www.adpc.net/ The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, and health. ADPC currently cooperates with Thailands Department of Climate Change and Environment (DCCE) on a Green Climate Fund (GCF) Readiness project, entitled "Enhancing Thailands Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought," until July 2027. The project aims to support Thailand, specifically the Department of Disaster Prevention and Mitigation and the Department of Public Works and Town & Country Planning, to strengthen the ability to anticipate and respond to climate-induced disasters. It focuses on improving disaster risk management through enhanced early warning systems, anticipatory action planning, and climate resilience financing mechanisms. ADPC seeks a qualified candidate to design and implement the projects Monitoring and Evaluation (M&E) framework, ensuring systematic tracking of progress and compliance with GCF reporting requirements. Responsibilities and Tasks: Design an M&E plan to track project progress and guide decision-making. Oversee data analysis to assess performance and shape strategies. Prepare transparent reports on project progress, specifically for the GCF Annual Performance Reports (APR). Monitor and address risks to strengthen project resilience and ensure alignment with the Theory of Change (ToC). Conduct technical training sessions for project team members, DDPM, DPT, and other stakeholders on M&E tools and monitoring activities, and prepare associated training reports. Collaborate with the project manager and the GEDSI Specialist to ensure gender-sensitive indicators are integrated into the Performance Measurement Framework. Lead the institutional capacity assessment and baseline data collection to ensure the accuracy of reported climate adaptation results. Contribute to the projects interim progress reports and the project completion report. Support ADPC M&E Manager in institutional reporting processes as required. Specific Outputs: Comprehensive Project M&E Plan: Including the Performance Measurement Framework for the project indicators, baselines, targets, and a detailed Data Collection Plan (with a specific plan for each of the indicators, including the methods, frequency, and designated roles and responsibilities for ADPC and/or DCCE staff) aligned with the project logframe and the GCF Readiness Results Management Framework. (Deliverable #1) Training sessions for project team members, DDPM, DPT, and other stakeholders on M&E tools and monitoring activities, and the associated training reports. (Deliverable #2) M&E Operational Toolkit: Finalized standardized tools including survey instruments, questionnaires, automated reporting templates, and participant tracking databases disaggregated by gender. (Deliverable #3) Institutional Capacity Assessment Report: A detailed baseline and end-line documenting the current human resource, technical, and financial gaps for DDPM and DPT, aligned with Logframe Indicator 1.3.1.1. (Deliverable #4) Final Evaluation (Lessons Learned) Report: A comprehensive synthesis report of project impacts and best practices, endorsed by DDPM, DPT, and DCCE for GCF grant closure. (Deliverable #5) Working Principles: The Consultant will report to the Director of the Risk Analytics and Climate Services Department, while working closely with the ADPC M&E Manager. Qualifications: The Consultant is expected to possess the following qualifications. Minimum 5 years of professional experience in designing and managing M&E frameworks for large-scale projects in CCA, DRR, or environmental management. Strong understanding of the GCF Integrated Results Management Framework and Theory of Change (ToC) methodologies. At least a Bachelors degree in M&E, Statistics, Environmental Science, Economics, International Development, or a related field. A Masters degree in a relevant field is preferred. Proven experience in preparing high-quality technical reports for international climate funds (GCF, GEF, etc.). Demonstrated working experience or engagement with Thai Government agencies will be considered favorably. Fluency in Thai (reading, writing, and speaking) will be considered favorably. Strong English communication and report-writing skills are required. Duty Station: Home-based with occasionally meetings at ADPC Office in Bangkok and at stakeholders offices. Duration: The duration of this assignment will be from May 2026 to July 2027. Itinerary: Official travel may be required; all work-related travel costs will be covered by ADPC including economy class flight tickets, land transportation, DSA, and other related costs as applicable as per ADPC policies. Condition of payment: The payment will be made based on completion of key Deliverable outputs, as per the schedule below.
