Expression Of Interest For Prototype Testing: Ai-Enabled Vacancy Posting And Candidate Matching The Indonesian Ministry Of Manpower (Mom) Plays A Pivotal Role In Shaping The Nations Labor Market By Formulating Policies, Delivering Employment Services, And Enhancing Labor Market Intelligence. Through Its Initiatives, Mom Aims To Improve Job Matching Efficiency, Support Workforce Development, And Ensure Equitable Access To Skill Training And Employment Opportunities Across The Country. In Collaboration With The World Bank, Mom Has Been Working To Strengthen Labor Market Information Systems And Employment Services. This Partnership Has Focused On Modernizing Job Matching Platforms, Integrating Skills-Based Approaches, And Leveraging Technology To Better Align Workforce Supply With Industry Demand. Notably, Efforts Have Been Directed Toward Enhancing The Functionality And User Experience Of Siapkerja, Indonesias National Labor Market Information System. To Further These Objectives, Mom And The World Bank, With The Support Of The Korea World Bank Partnership Facility (Kwpf), Have Developed Ai-Driven Solutions Designed To Assist Employers In Creating High-Quality Job Postings And In Ranking Candidates Based On Skills Relevance. These Tools Aim To Reduce Administrative Burdens On Employers Searching For Workers And Improve The Quality Of Job Matches. The Team Seeks To Conduct A Structured Prototype Test For Intended Users, Comparing Services Offered By The Existing Job Portal With A New Ai-Enabled Tool, Using Behavioral Metrics And Facilitated Discussions To Assess Utility, Output Quality, Usability, Trustworthiness, And Integration Into Current Workflows. The Insights Gained Will Inform Decisions On The Potential Integration Of These Tools Into Siapkerja And Guide Any Necessary Adjustments To Standard Operating Procedures For Employment Counselors. 2. Objectives The World Bank Is Seeking To Hire A Survey (Or Market Research) Firm To Support The Implementation Of The Prototype Testing For Users Of The Ai-Powered Vacancy Posting And Candidate Matching Tools, Through Workshop Sessions Which Will Include I) A Task Based Tool Test And Ii) Structured Focus Group Discussions With Employers. The Firm Will Be Responsible For Supporting Prototype Testing In Two Separate Modalities Over The Course Of Two Half-Day Workshops: One With The Employers Only And One With The Presence Of The Mom And Participation From Both Employers And Job Search Counsellors - Through: (I) Piloting Of Data Collection Instruments; (Ii) Participant Recruitment And Attendance Management To Ensure At Least 30 Smes For The Employer Only Workshop And At Least 8 Employers For The Pilot; (Iii) Capturing Task Performance Metrics During The Test; (Iv) Providing Focus Group Discussion (Fgd) Facilitation And Transcription; (V) Logistical Support For Two Half-Day Prototype Testing Workshops (Including Securing The Venue For The First Workshop, Providing Participants With Access To Wi-Fi And Tablets; And Arranging Transportation And Accommodation For Participants When Needed); (Vi) Supporting Coordination And Communication With The Ministry Of Manpower For The Second Testing Round, Which Will Be Conducted At Ministry Premises And Include Employers And Job Search Counsellors Identified By The Ministry. The World Bank Will Be Responsible For: (I) Developing Performance Metrics To Be Captured During The Task Based Tool Test; (Ii) Developing The Focus Group Discussion Guides; (Iii) Analyzing The Task Performance Metrics And Fgd Outputs; And (Iv) Producing A Report Summarizing Findings And Recommendations. The Survey Firm Is Expected To Work In Close Collaboration With The World Bank Team And Relevant Counterparts From The Ministry Of Manpower. The Survey Firm Will Report Directly To The World Bank Team, Which Will Provide Continuous Technical Support And Field Supervision. The Following Sections Expand On Various Aspects Of The Assignment And Clarify The Roles And Responsibilities Of The Firm And The World Bank Alongside The Expected Output. 3. Consultancy Tasks The Firm Will Support The Organization And Documentation Of Data Collection Instruments And Two Workshop Sessions, As Follows: Pilot: Testing Of The Approach, Performance Metrics And Fgd Guides With At Least 8 Employers (Preferably Small And Medium Enterprises (Smes)) Workshop 1: Testing Of The Prototypes With At Least 30 Employees Without The Participation Of The Mom Workshop 2: Testing Of The Prototypes With Both Employers And Job Search Counsellors, Where At Least 50 Participants (Including At Minimum 30 Employers And At Least 20 Job Search Counselors) Will Be Recruited By Mom. This Workshop Will Take Place At The Mom Premises. The Pilot And Workshops Are Expected To Be Conducted Between March-April 2026 And The Exact Dates Will Be Determined With The Survey Firm (For Pilot And Workshop 1) And MomS Availability (For Workshop 2). 3.1 Consultancy Management: To Ensure The Highest Quality Of Data Obtained According To An Agreed Schedule, The Survey Firm Will Assign A Primary Contact Person And Survey Supervisor For The Entire Study Duration (Expected To Last Three Months). The Supervisor Should Be Available Continuously Throughout The Project To Handle Any Problems That Arise During Its Course. The Supervisor Will Send Reports At Least Weekly To The Designated World Bank Task Team. The Wb Task Team May Contact Anyone From The Firm Involved In The Survey And For Quality-Control Purposes. The Wb Task Team Will Also Be Involved In Close Quality Control During All Stages Of The Research, Including The Actual Fieldwork And Interviewing. 3.2 Training And Recruitment For Observation And Facilitation: To Provide Facilitation, Implementation, Quality Assurance, And Data Collection The Firm Is Expected To: I) Provide At Least 10 Trained Focus Group Discussion Facilitators For Each Workshop To Run Structured Experiments And Focus Group Discussions (Fgds) With Employers Who Are Likely To Use Siapkerja. The Number May Change Based On The Final List Of Participants, But The Firm Must Ensure The Appropriate Number Of Facilitators Are Available And Appropriately Trained. Ii) Facilitators Will Also Be Expected To Monitor And Support Participants During The Task-Based Tool Test And Take Notes Regarding Relevant Performance Metrics. Iii) Facilitators Will Also Attend A Training Session On The Task-Based Tool Test And Focus Group Discussion Session, To Be Conducted By The World Bank Team, Prior To The Pilot And Workshops. It Is The Responsibility Of The Firm To Recruit Facilitators (If Necessary) And Make Sure That They Are Thoroughly Trained Before Testing Begins. Facilitators Should Be Selected Based On A Clear Set Of Criteria, Including Education, Experience In Conducting Face-To-Face Fgds Specifically For Market Research, Observing And Documenting User Experience In Social, Market Or Economic Research, Tenure With The Selected Firm, And Availability During The Period Of The Data Collection. 3.3 Pilot And Workshop Participant Recruitment And Logistical Support I) Recruit Employers (Preferably From Smes) For The Pilot And Workshop 1 Ii) Provide Tablets For Participants To Use In The Testing Sessions For Both Workshops Iii) Manage Logistics Of Workshop Facilitation For The Pilot And Both Workshops And Ensure Any Emerging Issues During The Workshop Are Managed Efficiently And Escalated To The Wb Team When Required. Iv) Manage Logistics For Workshop Location (Including Securing An Appropriately Equipped Venue Specifically For Workshop 1) And Participants (Including Accommodation And Travel If Required) For Both V) Facilitators Are Expected To Support The Prototype Testing Session And Conduct The Focus Group Discussions. The Team Supervisor Will Ensure That The Agenda Sessions Are Completed On Time And Manage Any Arising Issues During The Workshops. Vi) Coordinate Smoothly With The World Bank And Mom Vii) Adhere To Research Ethics, Confidentiality, And Data Protection Protocols. 3.4 Post Workshop Documentation The Firm Will Be Responsible For: I) Ensuring Participants Complete The Required Task-Based Tool Tests And Complete And Submit Online Surveys (To Be Prepared By The World Bank Team) Before And After The Testing Session. Ii) Submitting A Brief Compiled Summary Note On The Facilitators Observations Of Participants During The Task-Based Tool Test. Iii) Producing Verbatim Transcripts In Bahasa Indonesia For All Fgds And Prepare English Summary Notes (23 Pages Per Session). Iv) Compiling A Consolidated Documentation Package Including Attendance Lists, De-Identified Consent Logs, Session Notes, And A Brief Process Report (35 Pages) Highlighting Operational Lessons And Recommendations. 4. Deliverables 4.1 Calendar Of Deliverables The Firm Is Expected To Submit Their Proposed Timeline Of Activities In Their Proposals.
