Tenders are invited for Framework Agreement for Content Production Services Photography, Videography, Animation and Editing 2. Scope of Work The service provider may be requested to deliver any of the services below, based on specific Purchase Orders issued during the contract duration: 1. Photography field photography, edited photos with full metadata and captions. 2. Video Production (full documentary) research, script writing, filming, sound design, editing, subtitles, colour grading. 3. Short Videos storytelling videos in various formats and durations adapted to social media platforms. 4. Photo Stories human-interest written stories supported by photos and interviews. 5. Filming Only raw footage, drone options when required. 6. Video Editing editing of Oxfam-provided material with subtitles and visibility elements. 7. 2D Animation storyboard, script writing, design, and delivery. 8. 3D Animation high-quality motion graphic production. 1 Photography Service provider shall produce edited and final considering the following: - All images reflect the human impact of the situation. - All images are emotive and engaging. - Photos must include a good mix of portrait and landscape framed images. - Images should show both the scale and the detail. - All selected images must be well captioned including the 5Ws. Day (8 Hours) 1 All images should be well captioned include the following metadata: - Names of people featured and their date of birth. - Locations (village/ town/district name). - Date the photograph was taken. - A brief description of what is happening in the picture (the caption). - Credit information. Captions shall be added to photo metadata and submitted in a word document format which includes both file name and caption. 8 hours are subject to be split into max 2 days. 2 Full video production (Short documentary) The service provider will provide powerful and cinema quality short documentary that tells story which its topic and theme shall be specified by Oxfam. Documentary (12 20 mins) filming days: no less than 4 1 The service Provider should be responsible of delivering/ submitting the following items to OXFAM: Story and research: Conduct full story research accompanied by a preliminary treatment and script. Filming and editing: - Materials must be recorded by at least HD PAL 50 FPS and some shots in 100FPS, interviews to be recorded by 25 FPS but in 4K. - All footage must be submitted in RAW format (full dynamic colour range). - Adding high quality English subtitles and visibility, subtitle documents shall be submitted to Oxfam in DOC and SRT formats. Sound Design: - All interviews and natural sounds must be recorded separately by a professional sound operator. - A full sound design (SFX, mixing, mastering) must be completed at the final cut, the process is applicable for multi revisions. - An international sound version must be submitted with separated tracks for dialogue, SFX, music. Colour grading: - Service provider must submit colour grading prototypes based on Oxfam vision, Oxfam will select a colour style out of the submitted prototypes. - Colourist must ensure a proper colouring for the final cut of the film. 3.1 Short Videos The service provider will be working closely with the Oxfam media and communication department as well as the project team to conduct field visits to the potential story characters to plan the production. The service provider will implement the filming, editing, colour grading, and adding copy-righted music alongside the ambiance sounds. Service provider will be fully responsible for all technical and creative process and will ensure adding high quality English subtitles and visibility into the short videos. Service Provider should submit the following items to Oxfam: - High quality video stories in full HD format 16:9. - Customized versions for Facebook, Instagram and twitter. - English subtitles documents in DOC and SRT formats. - All raw materials and open-source project in retrievable SSD External Drive. Note: videos duration that might be requested is from 1 4 mins Pricing shall be fixed regardless of the duration Short video (1-2 mins) 1 3.2 Short video (2-4 mins) 1 4 Photo story Story writing Service provider in coordination with Oxfam will conduct story research and develop humaninterest story. Service provider will receive contacts to explore their potential and will conduct field visits with the Oxfam team and receive programme induction. The story writer is expected to deliver high quality stories that explain and highlight a topic which will be specified by Oxfam from the eyes of the story characters. Service provider is expected to deliver the following: - High quality written story, between 700- 1000 words English. - Arabic translation for story quotes. (about 200 words for each story). Photography service Story 1 The photographer will produce at least (10) edited and final photos per character. All images should be well captioned including: - Names of people featured - Locations (village/ town/district name) - Date the photograph was taken - A brief description of what is happening in the picture. - Credit information. Captions shall be added to photo metadata and submitted in a word document format which includes both file name and caption. 5.1 Filming Services shall include the following: - RAW footage categorized by stories, A and B rolls respectively. - The materials must be recorded by at least HD PAL 50 FPS and some shots in 100FPS, interviews to be recorded by 25 FPS but in 4K. - All footage must be submitted in RAW format (full dynamic colour range). - All interviews and natural sounds must be recorded separately by a professional sound operator. - The filming style varies between mechanic shots and handheld, in addition to occasional uses of arial footages. - All footage and sound must be correctly dated and archived in organised manner (stories and date) and delivered on a dedicated external retrievable SSD External Drive. Day (8 Hours) 1 5.2 Ditto (similar to item no 5.1) but with drone footage Day (8 Hours) 1 6.1 Editing Oxfam will provide service provider with raw material (A & B Rolls) to be edited ensuring the following - Service provider will be responsible to fully sync all the footage and sound. - Implementing the first cut based on the script that will be agreed on with Oxfam media and communication department. - Adding high quality English subtitles and visibility, subtitle documents shall be submitted to Oxfam in DOC and SRT formats. Short video (1-2 mins) 1 6.2 Short video (2-4 mins) 1 7.1 Animation (2D) - Services of producing the 2D animation clip shall required the following: - Script writing. - Submit a detailed story board. - Submit unpolished first draft for review. - Incorporate all the requested editing and modification notes, this may take several rounds to get to the final draft. - Finalize the final draft (colour & sound polishing works in addition to any other graphical effects). - Customized copies for Facebook and Instagram TV (either horizontal or horizontal as per Oxfams request). Minute 1 7.2 Animation (3D) Production of a high quality 3D motion graphic illustrative video Deliverables shall include: - Script writing. - Submit a detailed story board. - Submit unpolished first draft for review. - Incorporate all the requested editing and modification notes, this may take several rounds to get to the final draft. - Finalize the final draft (colour & sound polishing works in addition to any other graphical effects). - Final video clip 16:9 full HD (clean copy and English subtitled copy). - Customized copies for Facebook and Instagram TV (either horizontal or horizontal as per Oxfams request). Minute 1 7.3 Motion Graphic Short explainer/advocacy videos using animated icons, text, and infographics (no character animation), aligned with Oxfam/partners branding. - Duration: approx. 3090 seconds (per video). - Technical: Min. Full HD 1920x1080, 25 fps; formats: MP4 (H.264); versions for 16:9 and social media (1:1 / 9:16) when requested. - Process: Service provider develops/adapts script and simple storyboard based on client brief; includes up to 2 rounds of revisions. - Audio & Text: Professional voice-over (Arabic/English as needed), royalty-free music, on-screen subtitles; all assets must be copyright-free. - Branding & Deliverables: Integrate logos and donor visibility; deliver final video files in required sizes + SRT subtitles when needed. 7.4 2D Motion Graphic Storytelling videos using 2D characters and illustrated scenes reflecting the local context and project messages. - Duration: approx. 60180 seconds (per video). - Technical: Min. Full HD 1920x1080, 25 fps; MP4 (H.264); versions for 16:9 and social media formats (1:1 / 9:16) when requested. - Process: Includes concept + script, basic character and scene design, storyboard/animatic, and up to 2 rounds of revisions on the animated draft. - Audio & Text: Professional voice-over (Arabic/English as needed), royalty-free music and sound effects, subtitles in required language(s). - Branding & Deliverables: Includes logos, funder acknowledgment and key messages; final videos delivered in all agreed formats + SRT subtitles if requested. 8 Livestrea ming Services - Live coverage of conferences/webinars (YouTube, Facebook, Zoom). - Includes multi-camera setup, sound, live switching, and basic recording.
