Request for proposals for Development of Phase 1: Sub-Catchment Management Plan Scmp and Phase 2: Village Action Plans - VAP for the Natura Project in Vientiane, Lao Pdr. GGGI Lao PDR Country Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: Nature-based Solution for Urban Adaptation in Lao PDR (NATURA) project seeks to enhance the resilience of urban communities in Lao PDR to the impacts of climate change by supporting flood adaptation through the development of nature-based solutions (NbS) to urban catchment management. The NATURA project is implemented by GGGI in partnership with the Department of Housing and Urban Planning (DHUP) - the Project Team. The project will achieve its goals through a set of activities that support four key objectives, being: Objective 1: Strengthening sub-catchment and village planning mechanisms and enforcement capacity of government and communities. Objective 2: Improve wetland ecosystem function and capacity in flood management through rehabilitation and restoration works. Objective 3: Enhance community-level resilience through NbS co-benefits, such as livelihood and micro-business opportunities, and disaster preparedness; and Objective 4: Enhance government awareness and understanding of NbS and strengthen the evidence-base for NbS in Lao PDR. The objective of this consultancy is to provide technical services to develop a sub-catchment management plan and village level urban planning at project targeted site, Nong Loup Ian wetland, Sikhottabong district, Vientiane City. ASSIGNMENT OBJECTIVE: The Consulting Firm must have demonstrated expertise and recent project experience relevant to the tasks outlined in this Terms of Reference and must hold all required approvals and registrations under the laws of Lao PDR to undertake land surveying, urban or village level planning, and cadastral mapping, as applicable. Evidence of these approvals and registrations shall be provided as part of the technical proposal submission. This assignment will focus on enabling informed and actionable decision-making for the Nong Loup Ian wetland within the context of the NATURA project interventions, by integrating and interpreting existing technical inputs to establish clear legal, spatial, institutional, and management guidance for the site. Authoritative inputs, including cadastral demarcation of public land and protection areas, hydrological and flood hazard modelling, socio-economic and biodiversity baselines, and the ESIA and ESMP and other project-related existing data, have been already developed and shall be treated as the technical basis for this work. The Consultant Firm shall not duplicate detailed surveying or hydrological modelling activities but shall integrate these inputs to develop a coherent Sub Catchment Management Plan (strategic and spatial in nature) and a nested, community driven Village Action Plan (covering the 7 targeted villages) aligned with DHUP and PLUP methodologies. All outputs shall be implementation ready and designed to support enforcement, investment prioritization, and long term community stewardship. The Consultant Firm shall work under the guidance of GGGI and DHUP (the Project Team), in close coordination with relevant authorities at provincial, district, and village levels, and shall submit all draft and final reports and outputs in both English and Lao for review and approval. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).
