In Several Contexts, The Ministry Of Energy (Ed) Needs To Carry Out Independent Assessments Of And Assistance In Working With Various Issues Related To The Energy And Power Market And Assessments Of Various Measures In The Energy Area. In Such Contexts, Ed May Need External Assistance. It Will Be Important To Have A High Professional Level In Power And Energy Market Analysis, Access To And Experience With Energy And Market Models, As Well As High Competence In Socio-Economic Analyses. Good Insight Into Various Technical And Economic Characteristics Of The Norwegian And European Power And Energy System Is An Advantage. On This Basis, Ed Wishes To Enter Into Parallel Framework Agreements With Three And Up To Five Different Suppliers. Awarding Of Individual Contracts Within The Framework Agreement Will Be Awarded According To Mechanisms Described In More Detail In Appendix 2, Waterfalls And Mini-Competitions. There Is A Great Thematic Breadth In The Framework Agreement. The Providers Are Encouraged To Use Subcontractors Who Have The Necessary Additional Expertise. When Using Subcontractor(S), The Client Requests That The Provider Fill In Annex 4 And Attach The Information Described Under Point 3.12. The Framework Agreement Has A Duration Of 3 Years From The Signing Of The Contract, With The Option Of Extension For A Further 1 Year (3+1). Based On Previous Years Experience, A Cost Frame Of Approx. Nok 1 To 5 Million Excl. Vat Per Year, A Total Of Nok 20 Million Excl. Vat Over The Entire Contract Period Of Four Years (Including The Option). This Is A Non-Binding Estimate From The Client, And The Withdrawal On The Agreement May Be Higher/Lower Per Year Depending On The Need That Arises During The Agreement Period. The Intention Is That The Framework Agreement Will Cover Eds Need For Assistance In Working With Various Issues Within The Energy And Power Market Field, But Without There Being An Obligation To Purchase.
