Technical Inspection And Testing Services – Framework Agreement - Designation Of Approved Experts In Polluted Soil Management For Carrying Out Soil Studies, Monitoring Cleanup Works And Establishing Land Quality Reports. Comment: The Contract Aims To Conclude A Framework Agreement Within The Meaning Of Article 2, 35° Of The Law Of June 17, 2016. It Aims To Constitute A List Of Expert Offices That Can Be Contacted By The Contracting Authority. The Maximum Number Of Bidders That Will Be Accepted Is Three. The Purpose Of This Contract Is To Appoint Experts In The Management Of Polluted Soils Approved For The Execution, In Particular, Of The Missions Provided For By The Decree Of March 1, 2018 Relating To The Management And Remediation Of Soils And The Missions Provided For By Its Implementing Orders. The Missions Will Include Carrying Out Orientation Studies (Including Preliminary Studies), Characterization Studies (Including Risk Studies), Sanitation Projects, Monitoring Land Sanitation Acts And Works And Carrying Out Final Evaluations, As Well As The Establishment Of Land Quality Reports (Rqt). Bidders May Also Be Asked To Draft Interpretation Notes On Analysis Results For Internal Use. These Studies Will Be Carried Out On Behalf Of Spi And/Or Its Subsidiary Sorasi. They May Also Be Carried Out On Behalf Of Municipalities/Institutions Falling Within The “Local Authorities” Sector Of Spi And For Which Spi Would Have A Delegated Project Management Mission. The Purpose Of This Contract Is To Carry Out A Series Of Investigations To Provide The Contracting Authority With All The Information Useful For An Appropriate Knowledge Of The State Of Contamination Of The Land (Or The Elements Allowing To Justify The Absence Of Contamination), As Well As To Inform It Of The Possible Measures To Be Taken With A View To The Environmental Rehabilitation Of The Site In Connection With The Realization Of The Envisaged Projects. Where Applicable, The Approved Expert Selected Must Integrate Existing Results (Issep Studies Or Other Studies Previously Carried Out) Into Their Studies, As Far As Possible. The Studies Concerned By This Contract Must Be Able To Fall Within The Framework Of The Decree Of 03/01/2018 And Must Be Carried Out In Compliance With The Walloon Code Of Good Practices (Cwbp) And The Walloon Compendium Of Sampling And Analysis Methods (Cwea). In The Event Of A Request For A Supplement By The Administration (Soil Sanitation Directorate - Das) Following The Submission Of A Study Within The Framework Of The Decree Of 03/01/2018, With A View To Achieving A Study In Compliance With The Cwbp, No Additional Fees May Be Requested. In The Event Of A Change In Legislation Before The End Of The Contract, The Tenderer Will Be Required To Comply With The Administrations Directives As To Whether The Mission Can Be Continued Under The Old Regime Or Whether It Must Comply With The New Legislation. If Significant Modifications Attributable To The Change In Legislation Are Required By The Administration, The Terms Of Continuation Of The Mission Will Be Agreed Between The Tenderer And The Contracting Authority.
