Expression of Interest For Consultant For End-Of-Project Evaluation

Tenders are invited for Consultant for End-of-Project Evaluation Purpose and Objectives of the Evaluation This end-of-project evaluation is commissioned by Quaker Service Australia (QSA) in line with ANCP and DFAT monitoring, evaluation, and learning (MEL) requirements. The evaluation aims to assessing the impact and effectiveness of the project in fostering social cohesion and peace in the community.. Specific objectives of the evaluation are to: Assess the effectiveness and efficiency of the project in terms of meeting the project goals and objectives Assess the project management, including project design and planning (including reviews and modifications implemented during the project), budgeting, financial management, monitoring, reporting, and risk management. Assess the impact of project activities on direct participants and their communities, including young people, independent schools and teacher, government schools and their communities, ethnic community organizations and local authorities, Identify potential ongoing or future impacts for participants and their communities Identify challenges faced by the project, how they were dealt with, lessons learned, good practices, and areas for improvement. Provide actionable recommendations for future peacebuilding projects in Cambodia, or for other current and future KCD projects Intended Users and Use of Findings The primary intended users of the evaluation are KCD management and program staff and QSA program staff. Secondary users may include local partners and stakeholders. Evaluation findings will be used for organisational learning, program improvement, strategic planning, and knowledge sharing. Eligibility The evaluation team should demonstrate strong experience in development or peacebuilding evaluations, child rights, gender equality, conflict sensitivity, and work with ethnic minorities. The team should comprise predominantly Khmer members and include people with skills in designing and conducting both quantitative and qualitative research. To support a participatory approach and ensure inclusive data collection, the team may involve local facilitators from relevant language or ethnic groups where necessary. Members of the team will be required to clear background checks and adhere to QSAs Code of Conduct. Submission Requirements Budget and Payment Schedule The total available budget will be specified by KCD. Payments will be made in installments: 30% upon approval of the inception report, 30% upon submission of a draft report, and 40% upon approval of the final report. Submission of Proposals Interested consultants are invited to submit an Expression of Interest, technical proposal, CV(s), examples of previous evaluation work, and a financial proposal to email provided in the contact details by 31 March 2026. Please note that this is an urgent requirement. Applications will be reviewed on a rolling basis. Shortlisted candidates may be contacted for an Interview before the deadline.
