1. Background The Standardization Work Initiated By The Ministry Of Land And Forestry Aims To Facilitate And Enhance The Transfer Of Information Between Operators In The Forestry Sector. Standardization Is Carried Out Under The Leadership Of The Finnish Forestry Center As A Broad-Based Cooperation Between Forest Organizations. The Standardization Work Produces Xml, Geojson, Json And Geopackage Message Definitions Based On The Naming Convention Of The Jhs Recommendation For Use By Forestry Operators. The Development Of New Standards Is Carried Out As A Collaboration Between Organizations And By A Separate Preparation Working Group, Which Varies In Composition. The Cooperation Mainly Takes Place In Online Meetings. The Central Role In The Standardization Work Is Played By The Preparation Working Group, Whose Composition Changes According To The Topic, And Is Led By Eetu Myöhänen From The Finnish Forestry Center. The Procurement Is Carried Out As A National Procurement With An Open Procedure. Candidates Who Meet The Set Minimum Requirements Can Make An Offer.2. Object Of The Offer The Consultation That Is The Subject Of The Tender Includes The Following Tasks: 1. Technical Expertise: Demanding Advice On Forest Information Standards Related To Message Formats So That Questions From The Finnish Forestry Center Are Answered No Later Than The Next Working Day. 2. Participating In Meetings Related To Standardization Work And Taking Notes On Matters Related To The Implementation Of Standards. 3. Preparation And Clean Writing Of Standard Messages And Accompanying Materials Based On The Presented Requirements. 4. Responsible For The Appropriateness Of The Overall Technical Architecture And Message Packaging, Taking Into Account The Existing Forest Data Standards, Jhs Standards And Other Standards And Practices Commonly Used In The Forestry Sector. 5. Publishing Finished News Materials, Change Documentation, Sample Materials And Other Necessary Accompanying Materials On The Internet. 6. Producing Sample Materials And Assisting In Their Production And Testing Of Standards In A Way That Can Be Agreed Upon. 7. Assisting In The Implementation Or Acquisition And Commissioning And Use Of Work Tools Related To The Management Of Example Materials, Standards And Related Code Sets, And The Production Of Documents Generated From The Content Of Schemas. The Consultation Includes The Above-Mentioned Tasks Related To Updating The Current Versions Of Forest Data Standards And The Implementation Of Possible New Forest Data Standards. All Communication And Documents Handed Over To The Customer Must Be In Finnish, With The Exception Of Standards Content. The Amount Of Consultation Work Varies Between Years, Mainly Depending On The Needs Of The Stakeholders And Their Timing. In Recent Years, The Need For Consultations Has Averaged Approx. 400 Hours Per Year, Approx. 550 Hours In The Busiest Single Year. The Work Is Carried Out Via The Internet At The Suppliers Or The Suppliers Employees Own Premises, With The Exception Of Possible Individually Arranged Personal Meetings. Stakeholder Cooperation Is Mainly Implemented As Online Meetings.
