Tenders are invited for Development of a Teaching Policy from Preschool to High School in the DRC Closing Date: 8 Apr 2026 Type: Consultancy 1. Background As part of the Regional Initiative for Teachers in Africa (RTIA), funded by the European Union, the RTIA Facility is launching a call for tenders to support the Ministry of National Education of the DRC in the development of a national teacher policy. This mission is in line with national priorities aimed at improving the quality of education, strengthening the teaching profession and supporting ongoing reforms (initial training, professional development, governance of the education system). 2. Mission Objective The main objective is to develop a coherent, inclusive and sustainable teacher policy, covering all levels of education (preschool, primary and secondary), in order to improve: The quality of teaching, The attractiveness of the profession, Teacher management and governance. 3. Main activities The mission will include: An in-depth analysis of the current situation of the teaching profession in the DRC, The development of a teacher policy framework (recruitment, training, career, working conditions, etc.), The definition of a budgeted action plan, The establishment of a monitoring and evaluation system, The organization of consultation and validation workshops with stakeholders. 4. Expected team composition Bidders will be required to propose a team composed of: 2 international experts: an expert in human resources management (head of mission), an expert in teacher training, 2 national experts (DRC) specialized respectively in teacher training and educational policies/HRM. a national expert in teacher training, a national expert in education policies and reforms, 5. Duration and terms Indicative duration: approximately 200 days of cumulative expertise, Mission carried out remotely and face-to-face in the DRC, Estimated period: 6 months. 6. Expected deliverables Deliverable #1: Scoping note. Deliverable #2: Report on the state of teacher policy. Deliverable #3: Technical validation report of the inventory report. Deliverable #4: Document of the teacher policy from preschool to high school integrating a budgeted operational plan and a monitoring and evaluation system Deliverable #5: Technical validation report of the policy document. Deliverable #6: Final Report 7. Candidate Profile Candidates will be required to demonstrate: Proven experience in education policies or public human resources management, Professional experience in the field of teacher education. Demonstrated experience in conducting diagnostic studies, field surveys and data collection in the education sector, Proven experience in integrating digital skills, Experience in sub-Saharan Africa (highly desired), An ability to conduct sectoral analyses and develop public policies, Experience in technical and policy dialogue, with an ability to operate in institutional and governmental environments, Capacity building and workshop facilitation skills Excellent command of French.
